Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Descriptions:

PIN Afghanistan is seeking an experienced Livelihoods Specialist to support the implementation of a DG INTPA-funded humanitarian livelihoods and resilience project in Ghazni and Zabul provinces. The Specialist will be responsible for a team of 4 field staff, delivering assigned projects to time and budget towards the achievement of intended results. S/he will be responsible for implementation of climate-resilient agriculture, market linkages, and livelihoods improvement interventions—ensuring alignment with project objectives and donor requirements across the full project management cycle. S/he will implement project in line with Core Humanitarian Standards and PIN policies and procedures, escalating risks and issues to the PM in good time. The selected Specialist will have strong technical understanding of humanitarian agriculture and SLG programming, and proven experience successfully delivering agricultural and SLG support projects in shock prone areas where access is sometimes a challenge. 

The Livelihoods Specialist will be a key resource in the implementation of a livelihoods project funded by EU aiming Empowering Vulnerable Communities in West, South and South-East Afghanistan for Climate Resilience and Economic Stability in Ghazni and Zabul. The main activities will concern supporting the technical officers in implementing the agricultural and SLG activities to ensure quality. In addition, the resource will be supporting the development of key documents within PIN such as SOPs and guidelines to improve programme quality and establish clear criteria for activities, site and beneficiaries selection.

Main Responsibilities:

The Livelihoods Specialist is responsible for, but not limited to, the following work areas and duties: 

  • Support the technical implementation of the DG INTPA-funded project in accordance with project documents, community needs, and the evolving ground context.
  • Develop and regularly update Bills of Quantities (BoQs) based on assessments, project documentation, and national technical guidelines.
  • Provide technical guidance to project teams and partners for weekly planning of activities (input distribution, training, setup, maintenance, monitoring, reporting, etc.), ensuring alignment with the approved work plan.
  • Review and update PIN Afghanistan’s technical manuals and Standard Operating Procedures (SOPs) related to livelihoods and natural resource management (NRM).
  • Participate in regular review meetings with the project team to ensure activities are progressing as per the agreed work plan, SOPs, and BoQs.
  • Supervise and manage the livelihoods team to ensure timely and quality delivery of all contractual obligations in line with PIN and donor (DG INTPA) requirements.
  • Ensure effective and timely communication and reporting between the provincial level and the country office.
  • Support the accurate monitoring and financial control of project budgets in coordination with the Finance Manager.
  • Ensure all project documentation is complete and meets internal and donor-specific quality standards.
  • In coordination with the MEAL team, initiate programmatic assessments, analyze results, and ensure timely production of assessment reports.
  • Facilitate the formation and capacity building of Self-Help Groups (SHGs), ensuring their empowerment and active participation in livelihoods and income-generating activities.
  • Design and deliver tailored business and financial literacy training for SHG members and other targeted beneficiaries.
  • Establish and strengthen market linkages for project beneficiaries, including farmers, livestock holders, and small-scale producers, by identifying local demand and facilitating connections with buyers, cooperatives, and value chains.
  • Support beneficiaries in developing small business plans and provide ongoing coaching or mentoring to enhance sustainability and profitability of their ventures.
  • Identify opportunities for value addition, improved market access, and diversification of income sources across target communities.

 

Job Requirements:

  • Five years demonstrated experience in technical management of livelihoods and NRM of livelihoods projects.
  • University Degree in Agriculture, Natural Resources Management, Agro-forestry and similar
  • Demonstrated understanding of project management principles 
  • Proven people management experience and skills and ability to manage with empathy 
  • Proven experience in managing livelihood projects
  • Proven experience in developing BoQs, technical guidelines
  • Proven capacities in carrying out capacity building activities for the staff
  • Demonstrated ability to write clear and concise reports  
  • Excellent communication and negotiation skills, including listening 
  • Adaptability with sound professional judgement and decision-making skills
  • Demonstrated understanding of ability to apply to principles of AAP and protection 
  • Understanding of risk informed management approaches
