Job Descriptions:

The Supervisor / Community Liaison - Protection will be based in Kandahar Area Office supporting implementation of NRC’s Protection Response and Coordination Mechanism for Displacement in Kandahar Province UDOC project, which is based on PfV Site Management pillar methodology. The project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance:

  • Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities
  • Community Engagement: Participation of affected communities alongside local stakeholders in the humanitarian and development response
  • Support to Coordination: Efficient, effective, and inclusive coordination of services at local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, etc.).
  • Protection: Protection Case Management model, Individual Protection Assistance to the most vulnerable affected displaced population in the project implementation sites.

There are three main mechanisms in the project for enhancing communication, community engagement, coordination, and Protection:

  • Community Centers established in areas hosting large numbers of displaced households
  • Community Committees working in neighborhoods of high displacement
  • Outreach Teams who work in Community Centers and visit affected neighborhoods.

Job Requirements:

Specific responsibilities

  • Identification and registration of beneficiaries for NRC activities and/or referrals, according to the established procedures and criteria
  • Support delivery of assistance (including distributions) to the community members, according to established procedures
  • Facilitation of training and information campaigns in the community
  • Contact and invite project beneficiaries including Community Committees to participate in campaigns and events organized by NRC
  • Dissemination of information provided by NRC to the community members and community committees
  • Taking appropriate notice of needs, changes, challenges and issue Concerning the community and individual community members
  • Facilitation of field trips of NRC employees to the community
  • Conducting monitoring and evaluation activities, including qualitative and quantitative methods at household and community level
  • Identify and record IPA (Individual Protection Assistant ) beneficiaries for the assistance provision
  • Provision of reports as requested by NRC

Generic professional competencies:

  • High School Graduated and graduates from 14th or 16th grade are preferred.
  • At least 1-2 years working experience in relevant field, preferably experience with INGOs.
  • Core competency related expertise
  • Previous working experience in complex and volatile contexts
  • Knowledge and practical background of community mobilization in a humanitarian setting and/or recovery context
  • Computer literacy and knowledge of smart phone-based data collection applications.
  • Experience in working with assessment
  • Communication (oral and written) in Dari and Pashtu, English is recommended.
  • Working experience of south region context especially Kandahar province. 
  • Innovative, self-motivated and able to work independently and/or with minimal supervision.
  • Ability to remain focused under pressure and to work long hours both day and night shifts if needed.
  • Cultural awareness and contextual knowledge of the South.
  • Strong facilitation skills and professional communication skills
