Agency for Rehabilitation and Energy Conservation in Afghanistan (AREA) is a national non-governmental, non-political, and not-for-profit organization established in 1993, committed to community empowerment, sustainable development, and humanitarian assistance in Afghanistan. Job Descriptions:

  • Identify and track funding opportunities relevant to AREA’s operational sectors and strategic focus.
  • Lead the writing and development of project proposals, concept notes, expression of interests (EOIs), and grant applications in coordination with the program, M&E, and finance teams.
  • Ensure that proposals are aligned with donor guidelines, AREA’s mission, and national/international standards.
  • Develop narrative sections including problem statements, objectives, methodologies, log frames, implementation plans, sustainability strategies, and risk assessments.
  • Work closely with technical experts to integrate sector-specific content in food security, agriculture, health, mine action, emergency response, education, and other priority areas.
  • Coordinate with the finance team to ensure that budgets and budget narratives are well-aligned with technical narratives.
  • Maintain a proposal pipeline, submission calendar, and reporting tracker.
  • Support the development of supporting documents such as organizational capacity statements, past performance references, staff CVs, and partnership MOUs.
  • Participate in donor meetings, workshops, and coordination forums as required to gather information and build networks.
  • Conduct lessons learned reviews on unsuccessful proposals to improve future submissions.

Job Requirements:

  • Bachelor’s degree in Development Studies, International Relations, Social Sciences, Public Health, Agriculture, or a related field. Master’s degree preferred.
  • Minimum 7-10 years of proven experience in proposal writing, resource mobilization, or project design within an NGO or international development context.
  • Strong knowledge of humanitarian and development sectors in Afghanistan, including AHF, FSS, health, agriculture, and mine action.
  • Excellent English writing and editing skills; proficiency in Dari and/or Pashto is an asset.
  • Demonstrated experience in writing proposals for donors such as UN OCHA, AHF, USAID, EU, WFP, WHO, FAO, UNICEF, and others.
  • Strong understanding of logical frameworks, results-based management, and M&E frameworks.
  • Ability to synthesize complex information and produce clear, concise, and compelling proposals under tight deadlines.
  • Strong interpersonal skills and the ability to coordinate with multi-disciplinary teams.
  • Preferred Competencies
  • Familiarity with donor portals (e.g., GMS for AHF, UNPP, Grants.gov).
  • Knowledge of SPHERE standards, Core Humanitarian Standards (CHS), and Do No Harm principles.
  • Ability to work independently with minimal supervision.
  • Flexibility and creativity in adapting to evolving donor requirements and contexts.
