Main Duties & Responsibilities:

• Support Project Implementation: Collaborate with program line managers and supervisors in the planning and execution of projects.
• Understand Institutional Roles: Maintain a comprehensive understanding of the responsibilities held by the Ministry of Public Health—specifically the PPHD and technical departments—as well as by IMC in supporting project delivery.
• Adhere to Reporting Standards: Follow the established reporting schedules outlined in the project contract and deliver high-quality, timely reports to your immediate supervisor.
• Communicate Project Timelines: Ensure that all relevant staff are fully informed about the approved project timeline and provide monthly progress updates to your line supervisor.
• Enforce Standard Operating Procedures: Guarantee that project or facility staff are knowledgeable about and comply with the standard operating procedures (as defined by both IMC and MOPH) related to the pay-for-performance process.
• Monitor Performance and Implement Action Plans: Regularly assess the performance of key project indicators against set targets on a monthly basis and develop effective action plans at both the provincial office and facility levels to meet these targets.
• Meet Contractual Standards: Ensure that the project continuously satisfies the minimum standards established in the project contract.
• Implement Checklists: Oversee the execution of the BSC and NMC checklists in every health facility on a quarterly basis, and ensure that the HMIS verification checklist is applied monthly at each facility.
• Facilitate Staff Training: Conduct presentations for sub-office colleagues on relevant policies, strategies, and supervision systems, aligning with the orientation plans developed by the capacity-building department.
• Maintain Effective Record-Keeping: Set up and manage an accessible and well-organized filing system to ensure meaningful record-keeping.
• Track Key Activities: Develop and sustain a tracking system to systematically measure progress on the main project activities.
• Coordinate with Stakeholders: Cultivate effective working relationships with both governmental and non-governmental partners, and actively participate in coordination meetings with UN agencies, NGOs, and other government entities.
• Conduct Field Supervision: Perform supervisory and monitoring visits to health facilities at a minimum of twice per month.
• Comply with Organizational Policies: Follow all established organizational policies, procedures, and objectives.
• Resolve Operational Issues: Identify and make immediate decisions to resolve any issues that hinder service delivery or the attainment of project objectives, reporting these interventions to your immediate supervisor.
• Engage in Regular Team Meetings: Hold bi-weekly meetings with staff to ensure clear communication and cohesive progress toward project goals.
• Enhance Interdepartmental Coordination: Strengthen coordination among the Technical Manager, Financial Deputy Project Director, and the Operations Department to secure project outcomes in the most cost-effective manner.
• Deliver Quality Reporting: Submit precise and high-quality reports to your supervisor as part of ongoing project monitoring.
• Handle Additional Tasks: Perform any other official duties as assigned by your line supervisor or the Headquarters team.

As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

• It is all staff’s shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children and adults at risk; and any form of trafficking in persons. 

Qualifications: 

Graduated from a recognized Medical Faculty.

Master’s degree in public health (or a related field).

Experience:

15 years of experience in Health Programme Management in developing countries.

Competency:

1. Good interpersonal skills and ability to work in a team.
2. Humanitarian experience in medical and nutrition programs in Afghanistan (EPHS, BPHS,)
3. Conversant with Health Information Management Systems
4. The candidate must have strong command in English, Dari and Pashto Languages.
5. Computer skills: Word, Excel, Outlook and PowerPoint
