In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

Job Descriptions:

The Optometrist will play a vital role in delivering comprehensive and high-quality vision care services within the hospital eye ward. This includes performing refraction and eye examinations, diagnosing and managing refractive errors, prescribing corrective lenses, supporting follow-up care, contributing to Cataract Surgical Outcome Monitoring (CSOM), and referring patients for further medical or surgical intervention when necessary.

Key Responsibilities:

  • Perform accurate vision assessments and refractions for patients of all age groups.
  • Prescribe appropriate corrective lenses, including eyeglasses, based on examination results.
  • Conduct routine and advanced eye examinations to detect vision problems and early signs of ocular diseases.
  • Identify and refer patients with medical or surgical eye conditions to ophthalmologists as needed.
  • Maintain clear, detailed, and up-to-date patient records, including examination findings and prescriptions.
  • Conduct biometry and perform intraocular lens (IOL) calculations.
  • Assist with pre-operative evaluations and post-operative follow-ups for patients undergoing eye surgeries.
  • Educate patients on lens care, eye hygiene, and preventive eye health practices.
  • Participate in school screening programs, vision screening campaigns, and community outreach activities, as required.
  • Collaborate effectively with ophthalmologists, nurses, technicians, and other staff to deliver integrated eye care services.
  • Contribute to the training and capacity-building of junior staff and school screening teams, when requested.
  • Maintain accurate CSOM records and report surgical outcomes regularly.
  • Ensure proper maintenance of all relevant eye care registers and individual eye cards in the ward.
  • Prepare and submit regular activity reports to the ophthalmologist and designated line manager.
  • Perform any other related duties assigned by the line manager in support of the eye ward’s objectives.

Job Requirements:

  • Optometry official degree
  • Infection Prevention and Control
  • Have a minimum of 2 year experience in eye care department/hospital  
  • Interpersonal communication, teamwork spirit, quality focused work
  • English and local language
  • Hard worker, commitment, good communication skills, ability to work with team
