About Social Change for Afghan Women Organization (SCAWO):

SCAWO, established in 2014 and registered with the Ministry of Economy, is a national non-governmental and non-profit organization dedicated to supporting vulnerable Afghan populations, particularly women and marginalized groups. SCAWO focuses on emergency response, health services, food security, and psychosocial support. Through mobile health clinics, psychosocial care, distribution of essential items, WASH services, and multipurpose cash assistance, SCAWO delivers life-saving support across Afghanistan. The organization also promotes youths’ participation in crisis response and ensures community accountability through inclusive planning and feedback mechanisms.

Job Descriptions:

 

 

1. Purpose of the Position

The Community Mobilizer will play a vital role in facilitating community engagement, mobilization, and awareness activities for the successful delivery of project services in Kandahar Province. The position requires active participation in beneficiary identification, support to distribution and feedback mechanisms, coordination with community stakeholders, and ensuring inclusive and accountable service delivery to vulnerable women and girls.

2. Key Responsibilities

Community Mobilization and Engagement

  • Build strong relationships with community leaders, elders, and women-led groups to facilitate acceptance of project activities
    • Conduct door-to-door outreach, and community meetings on project objectives, rights, entitlements, and available services
    • Facilitate the active participation of women and girls in community dialogues, safety mapping, risk assessments, and planning processes
    • Mobilize communities to support distributions, health sessions, psychosocial activities, and referral services
    • Promote community understanding of complaint and feedback mechanisms and assist beneficiaries in accessing them

Beneficiary Identification and Registration

  • Assist in conducting household-level needs assessments and verification visits, ensuring transparency and fairness
  • Support the targeting and selection of eligible beneficiaries based on established criteria and community validation processes
  • Ensure that beneficiary data is collected accurately, securely, and with full consent and confidentiality
  • Work with vulnerable women and girls to ensure equitable access to services, including female-headed households, IDPs, returnees, and persons with disabilities

Support to Distributions and Services

  • Organize and facilitate distribution events, including in-kind food baskets, hygiene/MHM kits, shelter materials, and cash assistance
  • Ensure proper crowd control, beneficiary verification, and complaint handling during distribution days
  • Monitor distribution processes to ensure they are safe, dignified, and protective, especially for women and girls
  • Support mobile health clinic visits and PSS sessions by coordinating with communities and encouraging participation

Complaint and Feedback Mechanism (CFM)

  • Raise awareness in the community on how to use the complaint and feedback system
  • Support the documentation and referral of complaints or protection concerns to appropriate project staff or service providers
  • Monitor feedback trends and share community suggestions with the Project Manager for program adaptation

Monitoring and Reporting

  • Submit timely daily and weekly activity reports, including attendance, challenges, and qualitative feedback from the community
  • Document success stories, testimonials, and case studies from the field to demonstrate impact
  • Participate in after-action reviews, reflection sessions, and field-level evaluations

 

Coordination and Representation

  • Liaise with female community councils, teachers, health workers, and religious leaders to promote the project's objectives
  • Represent SCAWO respectfully in community-level forums and meetings
  • Uphold SCAWO’s image as a neutral, gender-sensitive, and humanitarian actor

Safeguarding and Protection

  • Uphold confidentiality, dignity, and respect when dealing with survivors or sensitive cases
  • Report protection incidents or gender-based violence risks to the Project Manager and Protection focal points
  • Support safe and inclusive programming that does not expose women and girls to harm

Job Requirements:

This is a field-based position with frequent travel to remote districts in Kandahar Province. The role may involve irregular working hours, participation in distributions, and engagement with communities in difficult environments. The Community Mobilizer is expected to observe SCAWO’s safeguarding, confidentiality, and security protocols at all times.
