In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

  • Assist Technical officer in the proper implementation of MDA in the targeted districts.
  • Work closely with program, logistics, and technical teams to ensure M&E activities are integrated and responsive to program needs.
  • Develop and implement M&E plans in line with the Trachoma elimination program approved plan.
  • Prepare M&E tools for Trachoma program, community sensitization and mobilization.
  • Ensure that all data collection tools are available in line with the MDA standard guideline.
  • Coordinate data collection activities, including micro-plan sessions, pre-Sensus for MDA, MDA coverage, and community engagement efforts. 
  • Data collection, analysis, cleaning and crosscheck and provide timely feedback to the distributors.
  • Ensure data quality through regular field supervision, data verification, and validation checks.
  • Maintain up-to-date databases and dashboards for program monitoring.
  • Analyze Trachoma program data to identify trends, gaps, and areas for improvement.
  • Prepare timely and accurate data reports for internal use, stakeholders, and donors.
  • Provide daily, weekly and monthly activity progress report to Technical and project officers.
  • Train and mentor field staff, including health workers and community volunteers, on data collection and reporting procedures.
  • Support the development of standardized data collection tools (e.g., registers, reporting forms).
  • Analyse data of DHIS-2 to look for trends in data and perform data quality checks regularly for better program implementation.
  • Create a feedback mechanism for any data inconsistencies to the field staff.
  • Share data consistently with technical staff to detect problems and provide a timely response. 
  • Any other task assigned by supervisor if needed.

Job Requirements:

  • MD degree from an accredited university, with 3 years of experience in monitoring and evaluation, preferably in NTDs or eye health programs.
  • Fluent in local languages (Pashto and Dari) and Good Knowledge of English.
  • Experience with digital data collection tools like DHIS-2 and data dashboard.
  • Willingness and able to travel to remote areas and villages within endemic districts for community sensitization, census, and Mass Drug Administration (MDA).
  • Strong knowledge of M&E methodologies, including data collection tools, data management, and analysis.
