About OCHR (Organization for Coordination of Humanitarian Relief):

OCHR is a nonprofit, nongovernmental organization implementing relief, stabilization, and development programs across Afghanistan. OCHR differ widely in its program planning and strategies—contributing in long-term interventions concerning humanitarian response and sustainable development, and specifically focuses on the ultra-poor communities of Afghanistan enabling them to develop sustainable livelihood through microfinance and re-integration into society.

Job Descriptions:

The WASH (Water, Sanitation, and Hygiene) Officer is responsible for the planning, design, implementation, supervision, and quality assurance of WASH services in the targeted districts of Sar e Pul province. This role plays a critical part in ensuring the successful delivery of sustainable and cost-effective WASH interventions, in accordance with national and international standards.

Key Responsibilities:

  • Prepare technical designs and detailed construction specifications for water supply and sanitation facilities.
  • Develop and review design documents, engineering drawings, technical calculations, cost estimates, and bills of quantities (BOQs).
  • Ensure designs align with relevant local, national, and international standards for water supply systems and sanitation facilities.
  • Conduct technical feasibility studies and option analyses to support project planning and decision-making processes.
  • Supervise construction activities on-site to ensure adherence to approved designs, quality standards, technical specifications, and contractual obligations.
  • Oversee contractors' work and ensure compliance with safety protocols, construction schedules, and environmental regulations.
  • Monitor the progress of construction works and sanitation-hygiene promotion interventions, identify potential delays or issues, and recommend corrective actions.
  • Provide technical guidance and mentorship to WASH technical assistants and hygiene promotors involved in the project.
  • Maintain accurate records of hygiene component beneficiaries, construction activities, material usage, and work progress for reporting and auditing purposes.
  • Prepare and submit regular progress reports, site inspection reports, and technical documentation to the WASH Project Manager.
  • Coordinate with stakeholders including government authorities, community representatives, and partner organizations to ensure effective project implementation.
  • Support the commissioning and testing of completed infrastructure, ensuring all systems are fully operational and meet design specifications.
  • Perform any other related duties as assigned by the WASH Project Manager.

Job Requirements:

  • Bachelor’s degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, or a related field.
  • Minimum 3–5 years of relevant experience in the design and supervision of WASH projects.
  • Strong knowledge of WASH sector standards and practices, including urban and rural infrastructure design.
  • Proficiency in engineering software such as AutoCAD, WaterCAD, EPANET, or similar tools.
  • Excellent organizational, communication, and project management skills.
  • Ability to work independently under pressure and adapt to a fast-paced working environment.
  • Willingness to travel and work in remote project locations as required.
