OCHR is a nonprofit, nongovernmental organization implementing relief, stabilization, and development programs across Afghanistan. OCHR’s primary advocacy and existence is based on reducing the suffering of Afghanistan’s most vulnerable groups and providing the tools and resources needed to increase their self-sufficiency, focusing on addressing the needs of communities emerging from conflict or natural disaster. OCHR collaborates with a wide range of partners and donors, local organizations, and many others to deliver sustainable services aligned with SDGs and UN triple nexus i.e. to interlink humanitarian, development, and peace.
OCHR program planning and theory of change mainly focus to achieve A-SDGs i.e. its institutional setup and policy documents is founded to recognize and interlink sustainable development and relevant ongoing processes.
Since its establishment, throughout the years OCHR has developed an integrated strategic approach, which addresses the needs of vulnerable people living both in humanitarian and development settings. OCHR's key programmatic and strategic priorities in Afghanistan are;
OCHR differ widely in its program planning and strategies—contributing in long-term interventions concerning humanitarian response and sustainable development, and specifically focuses on the ultra-poor communities of Afghanistan enabling them to develop sustainable livelihood through microfinance and re-integration into society.
The WASH Technical Assistant will support the planning, rehabilitation, and construction of water and sanitation infrastructure in targeted districts under the direct supervision of the WASH Officer. The position involves hands-on technical assistance during implementation, daily supervision of field activities, and quality assurance. The WASH Technical Assistant plays a vital role in ensuring that construction and rehabilitation works are technically sound, timely, and in line with humanitarian standards.
Key Responsibilities:
Assist in the planning and execution of rehabilitation and construction of WASH infrastructure, including but not limited to water supply systems (boreholes, wells, reservoirs, pipelines), latrines, handwashing facilities, and drainage systems.
Conduct field assessments and site visits to identify needs, verify existing infrastructure conditions, and support the selection of appropriate intervention types.
Support the preparation of technical documents such as bill of quantities (BOQs), site layouts, technical drawings, and materials lists under the guidance of the WASH Officer.
Monitor and supervise construction works daily to ensure compliance with design specifications, timelines, quality, and safety standards.
Provide on-site technical support and guidance to skilled and unskilled workers, community laborers, and contractors involved in WASH construction activities.
Ensure the proper use and maintenance of tools, construction materials, and equipment at project sites.
Verify the quality and quantity of materials delivered to the sites and report any discrepancies.
Maintain daily logs and records of field activities, including attendance sheets, materials used, work completed, and progress updates.
Work closely with local communities to encourage participation and ownership of WASH facilities.
Coordinate with hygiene promoters and other WASH team members to integrate hygiene promotion in infrastructure development.
Assist in commissioning, testing, and handover of completed infrastructure to local authorities or community-based management structures.
Submit regular reports, photos, and field documentation to the WASH Officer to support project monitoring and donor reporting.
Ensure all activities are implemented in line with safety regulations, environmental standards, and organizational policies.
Perform any other related duties as assigned by the WASH Officer or WASH Project Manager.
Diploma or Bachelor's degree in Civil Engineering, Water Supply, Sanitation, or a related technical field.
Minimum 2–3 years of experience in the construction and/or rehabilitation of WASH infrastructure.
Knowledge of national and international WASH construction standards, including Sphere guidelines.
Practical skills in supervising small-scale construction works in rural and remote areas.
Ability to read and interpret technical drawings and BOQs.
Good interpersonal skills and ability to work with local communities and laborers.
Basic computer literacy (MS Word, Excel); knowledge of AutoCAD is an asset.
Fluency in Dari and/or Pashto; basic English proficiency is an advantage.
Willingness to travel extensively to field sites and work under challenging conditions.
