DCA Background:

DCA has been present in Afghanistan since 1988, focusing its interventions to herders and pastoralists communities’ resilience and enabling them to achieve long-term, inclusive and equitable development. DCA is currently implementing several livestock development and humanitarian programs in 29 Provinces of Afghanistan. In 2023, we were able to benefit more than half million vulnerable Afghans in building their resilience.

DCA’s mission is to reduce poverty and increase food security for the people of Afghanistan by protecting the livelihoods assets and building resilience. Our livelihoods approach sits at the nexus of humanitarian, development, and peacebuilding, and focuses on building resilience in a conflict-setting. DCA’s community driven approach is built upon four major pillars: food security and livelihoods improvement, extension, value chain development, and institutional capacities. Together, these four fields of activity constitute a powerful mix to drive our mission. Gender equality and one health (the interface between human, animal and environmental health stressing on new pandemics and epidemics such as (COVID-19) will continue to be our fundamental guiding principles.

Job Descriptions:

General Position Summary

The Operations Manager is a member of the country’s Senior Management Team (SMT) and is responsible for supervising all operational functions, including Field Office management, Procurement, Logistics, Assets, Fleet, Warehousing, IT and Security. S/he ensures effective systems that support a strategy for healthy, robust and integrated functions of local team members. S/he is responsible for strengthening the operational performance and efficiency of the organization by developing the capacity of staff and establishing the right systems. This position requires traveling to all field offices.

 DUTIES AND RESPONSIBILITIES:

 General Team Management

  • Provide the required support to each admin managers in Kabul, regional and provincial offices on day-to-day bases
  • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Lead and develop program support teams in the main office and field offices.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.
  • Take ultimate responsibility of performance of program support functions.

Human Resources

  • Provide support to DCA program by ensuring the timely recruitment of staff, ensuring consistent compliance with HR standards and procedures, providing advice on HR issues to HR managers and officers.
  • Develop and maintain HR systems for all offices and ensure development of accessible Human Resources Management Information System throughout the programme
  • Ensure that existing and new staff are oriented on policies and guidelines of DCA (Strategic Plan of DCA, HR, Accounting, Security, Procurement, Assets Management, Safeguarding, AAP etc)

 

Administration

  • Identify and introduce uniform administrative procedures in line with DCA policy and supporting the integration and strengthening of DCA programs.
  • Ensure implementation of all guidelines as listed in the DCA HR manual.
  • Responsible for office and other building rent negotiations for current and future office sites, liaison with appropriate Government authorities if necessary.
  • Ensuring that all utilities are available and in working order such as electricity, generator, water, telephones (including mobiles), VHF radios, etc.
  • Monitor organisational events, meetings and trainings are organised in a professional and cost effective manner.

 

Logistics

  • Oversee and lead the development, coordination, and evaluation of all aspects of logistics services including procurement, warehousing, distribution, asset inventory control, fuel control and transportation.
  • Ensure the overall efficacy of the logistics staff.
  • Make sure that all the items procured are properly recorded in the inventory system, and inventory listings are always available in updated form.
  • Ensure the implementation of logistics systems in accordance with DCA policies and procedures and timely monitoring of logistics practices.
  • Establishes and maintains good contacts with suppliers, government offices, and other NGOs with regards to logistical matters.
  • Provides gears and protocols to protect the spread of COVID-19 among office staff, beneficiaries and visitors.

 

Information Technology (IT)

  • Ensures internet and email system is up and running well in all offices and all internet service payments are done on timely fashion to avoid unnecessary disconnection, while also ensuring internet is not misused.
  • Oversees installation of new versions of software packages in computers.
  • Sets up and maintains central server for daily backups, shared storage and centralized updates of computer software packages.
  • Maintains a database of software licenses and ensures no unlicensed programs are used on DCA computers.

Safety & Security

  • Work closely with Country Director to ensure better safety & security of DCA staff, vehicles and other properties.
  • Reviews safety & security guideline on regular basis and provide advice and consultation to staff accordingly.
  • Analyses of security related incidents and recommending actions for better safety.
  • Provides security briefings to visitors and orient new staff on safety and security.
  • Ensures compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Ensures that the field-level Security Focal Points regularly update the provincial security issues and ensure adherence to the security protocol of DCA.

Job Requirements:

MBA degree in a relevant field and preferably with a Certified Administrative capacity.

A minimum of 10 years experience managing country operations, including procurement, logistics, IT, and security of non-profit organizations. Experience with overseeing/supervising several field offices with humanitarian and/or development NGOs. Proven understanding of complex emergencies, related security concerns and appropriate responses in insecure environments. Demonstrated attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively. Knowledge of DCA’s systems and procedures (esp. HR and procurement systems) desirable; preferred understanding of donors requirements (USAID, EU, IFAD, AHF/OCHA, etc). Excellent negotiation and representation skills. Effective verbal and written communication, organizational, prioritization and Microsoft Office applications. Fluency in English and excellent oral and written Dari and Pashtu skills required. Ability to work effectively with an ethnically diverse team in a sensitive environment. S/he will also be a good problem-solver and have the ability to work out methods to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with DCA regulations. S/he will maintain cooperative relationships with other departments and interact effectively with international and national personnel while demonstrating the ability to multi-task and meet deadlines. S/he is willing to travel regularly to the field offices and project sites. The most successful DCA staff members have a strong commitment to teamwork and accountability and thrive in evolving and changing environments.
