Sayqa Energy Supply & Construction (SESC) is an Afghan company, established in 2008 and Noor Hewad Concrete Pole Manufacturer’s  established in 2007 in capital of Afghanistan Kabul province and providing Electrification and construction such as Survey, Design, Supply, Installation, Testing, Commissioning Electric, Construction projects and manufacturing of concrete spam poles. Job Descriptions:

  • Receives assignments (Procurement Requests) on daily basis from supervisor.
  • Prepare Plans for Project and send to the management for review & approval.
  • Providing technical support, time schedule and assign the related team for their individual work plan for implementation of procurement aspects in timely manner. 
  • Prepare, review, control and implement the plans and entering them into the Database.
  • Standard filling system for all contract & procurement related and keep them ready for audits review.
  • Regularly updating the Procurement Activity Schedule (PAS) for all awarded contracts (Goods, Works and Services) and also entering them into Database.
  • Coordinating and supervising procurement activities, in close coordination with the implementing agencies Project Units.
  • Participate in discussions and meetings related to the government & donor projects as and when required. 
  • Service; Preparing REOI, Shortlist Report, RFP, Technical/Financial Evaluation, Negotiations and award of contract in different procurement methods (CQS, QBS, QCBS, FBS,SSS and IC).
  • Preparing Bid document for Goods and Works (National Shopping, NCB, ICB, SSS and etc...)
  • Carry out web search for sources of supply for equipment, Materials, national & international suppliers to determine if these companies are able to supply good quality of materials according to the requirements.
  • Ensuring the maintenance of quality procedures, transparency in all actions, plans, processes and problem solving of procurement issues in accordance with the government & donor laws and regulations.
  • Following the contract implementation, modifications, safe delivery and proper follow-up up to the final stage and ensure that the contract satisfied during all stages.
  • Papering monthly, quarterly and yearly report from all procurement aspects.
  • Verification of submitted document by bidders according to the evaluation and qualification criteria stated in the bidding document
  • Identify weaknesses/lapses in the Procurement management and propose recommendations for their remediation
  • Cooperating with Auditors during Post Review and Independent Procurement Review (IPR)
  • Cooperating & sharing knowledge with staff on routine basis.
  • Locate suppliers, using sources such as catalogs and the internet, and interview them to gather information about the products to be ordered.
  • Travelling to project sites regarding procurement related issues and survey.
  • Perform other tasks as assigned by the supervisor.

Job Requirements:

  • University degree, (Bachelors minimum) is required in Business Administration or BSc Economics or equivalent.
  • At least 5 years of experience in contract management and procurement with international NGOs or Government.
  • Experience with Donors and Government is an asset.
  • Ability to be flexible, work irregular hours and be multi-tasked. Excellent interpersonal skills.
  • Intermediate in written and spoken English, and fluent in Dari and Pashto is essential.
  • Proficient in MS Office is required.
  • Skills in management, record keeping and problem solving.
  • Reliable, Honest, Transparent; Commitment for hard work & exceptional work ethics.
  • Ability to maintain confidentiality.
  • Good communication skills.
