HEWAD is a non-governmental, non-political and non-profitable charity organization established in 1994 to provide Medical, Educational, Social and Humanitarian Assistance to needy people of Afghanistan. HEWAD implements primary health care to needy people of Afghanistan, and within those focuses on the provision of health care to the most vulnerable group, children, and women. HEWAD provides perfect health education, information, and service to Afghans in order to improve their living conditions.

Job Descriptions:

  1. Implementing HR strategy including recruitment and selection policy/practices, discipline, grievance, counseling, pay and conditions, contracts, training and development, succession planning, morale and motivation, culture and attitudinal development, performance appraisals and quality management issues.
  2. Liaising with other functional/departmental managers so as to understand all necessary aspects and needs of HR development, and to ensure they are fully informed of HR objectives, purposes and achievements.
  3. Establishing and maintaining appropriate systems for measuring necessary aspects of HR development.
  4. Ensure that the required job is announced on time through ACBAR and other relevant sources.
  5. Screening all the received applications with cooperation of relevant department manager and select qualified applicants for writing examination or interview.
  6. Review or prepare ToR for each category of staff according to the duties and responsibilities of each position with close consultation with concerned Line-Manager
  7. Conduct Performance Appraisal on the annual basis or whenever necessary.
  8. Summarize the result of the appraisal and submit it to Country Director/ program coordinator.
  9. Conducting Training Needs Assessment (TNA) of the staff in the Organization and ensure training needs are appropriately met.
  10. Prepare end of service/recommendation certificate for the staff who are leaving organization;
  11. Daily Monitor and supervise personnel and HR databases. Ensure these are constantly updated and improved.
  12. Control the attendance report of the project office and report to the finance department if any absenteeism is occurring
  13. Design and deliver training on all HR related and human resource development issues as required
  14. Supervise and maintenance of personnel files and all other documentation;
  15. Induction training for newly hired staff (Admin/finance) when needed,
  16. To prepare Time Sheets, leave request forms, and per diem requests are properly filled and validated for local staff on monthly bases as required
  17. To maintain updated filling systems position.
  18. Putting all staff time sheets and attendance sheets in the related personal files after completion of payroll procedure for a record when required
  19. To undertake all other duties and responsibilities as assigned by the HR Admin Officer/Manager
  20. Reviewing, updating and maintaining proper filing of personal files forms HR handbook, and performance appraisal form and training schedules.
  21. Ensure compliance with HR processes, policies and the Afghan labor law.

Job Requirements:

Bachelor’s degree in HR, Public Administration, Economics or any other related field.

Experience:             

2-3 years of relevant experience in a relevant field, especially within an NGO, UN agency, or similar organization. Experience in training and supervision.

Others:              

  • Computer skills at operator level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken.
  • Interpersonal and communication skills.
  • Supervisory, team worker, analytical, and troubleshooting skills.
  • Experience in planning, and reporting.
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to HEWAD environment.
  • Honest, proactive, and well-mannered.
