Terre des hommes Lausanne (Tdh) is a Swiss child welfare foundation, that provides assistance and protection to vulnerable populations worldwide. Tdh has been working in Afghanistan since 1995 and carries out projects related to Child Protection, Mother and Child Health, and Livelihood Programs in Kabul, Herat, Kandahar & Nangarhar provinces.

Job Descriptions:

Directs and organizes the financial activities relating to the project(s) in the eastern region, Based in Jalalabad and with visits as per needs (general accounting, administrative, and budget management) in close collaboration with the Administration and Finance Manager, Project Manager and project officers.  She/he is the direct interface between the delegation and the project/base and/or field sponsors for financial reporting.

Duties & Responsibilities:

Financial management

  • In agreement with the Administration Finance Manager and Project Manager, outline the strategic plan of the project or the base
  • Manage the project or base financial stability
  • When an external financial audit is being conducted at the headquarters, send the information/proof required for the audit to run smoothly
  • Ensure that the external financial audits taking place in the field

Accounting:

  • Supervise the account allocation
  • Organize the monitoring of accounts, namely the accounting procedures and operating channels about current Tdh standards.
  • Close the monthly accounts, in conjunction with the Finance Manager
  • Plan expenses and, together with the teams, draw up a provisional budget.
  • Organize the cash flow according to the realities of the field
  • Ensure the availability of cash resources as well as the security of the storage places for funds

Finance:

  • Assist in the accountancy follow-up of receipt, advance & ledger book when needed.
  • Checking and following up on receipts and vouchers, when needed.
  • Update and follow up on advance & ledger books when needed.
  • Attend meetings when required or asked by the provincial manager.
  • Preparing and submitting monthly cashbooks and bankbooks to the delegation office in Kabul.
  • Advance, cashbook, and treasure management.
  • Monthly and weekly cash inventory management and share it with the delegation office.
  • Cash withdrawal from the bank as per the projected weekly expenses of the office.
  • Check the monthly financial reports (hard and soft copies) of Tdh Partner and provide required feedback.
  • Make sure to have close coordination with the security manager and regional coordinator in terms of cash transfer and receipt.
  • The security policy of cash transactions should always be considered.
  • Closely work with partners and improve their capacity building.
  • Scanning of the cash inventories, bank statements, and other finance-related documents monthly;
  • Review of budget forecast from the field offices and report any mistakes for review to the Finance Manager.
  • Assisting Finance Manager in the follow-up of accountancy monthly for Tdh eastern region Projects & partners.
  • Ensure SAGA parameters are always up to date
  • Any other task assigned by the line Manager.

Job Requirements:

  • Bachelor’s degree in accounting/commerce/finance or financial economics from reputable universities, Master’s degree is preferred.
  • Accounting / Financial certifications such as ACCA, CIMA, or CPA are highly preferred and desirable.
  • With Bachelor 7 years of relevant experience and with master’s 5 years of relevant experience with NGOs/INGOs
  • Excellent command of English (verbal and written).
  • Demonstrable Financial recording/reporting.
  • Excellent Computer Skills specifically MS Excel and MS Word.
  • Practical knowledge and hands-on experience in the use of SAGA Software is desirable.
