Job Descriptions:

MAIN PURPOSE OF JOB: 

The Senior Finance Officer works in close collaboration with the Finance Manager, the Senior Finance Officer will assist in managing the entire finance team in the monthly financial and operational review of expenses, identification of areas for cost reductions and operational improvements, participate in budget analysis and re-alignment, monthly cash forecasting, and assist the Finance Manager in other financial reporting as required by the management team of the program. The Senior Finance Officer will work closely with the Operation and Procurement departments for all financial requirements in the Kabul and provincial offices.

Major Activities / Responsibilities:

Account Reconciliations:

  • Timely reconciliation of Mobile Money, Boloro, and money agencies accounts.
  • Act as a  Finance Manager in the absence of the FM.
  • Reconcile bank accounts in the absence of the Senior Finance Officer responsible for reconciliation.
  • Reconcile liability and other accounts as required.
  • Assist the Finance Manager and Program staff to implement, improve and maintain financial management policies, systems, structures, and procedures.
  • Ensure transactions are properly supported and documented before processing for payment.
  • Assist and ensure Finance Officers in ensuring compliance with MSH financial, procurements and filed accounting policies and procedures, compliance with donor agreement and audit requirements.
  • Handling reimbursement for travels and other expenses incurred by staff.
  • Assisting in the preparation of financial reports for submission to relevant authorities, ministries, donors, and headquarter as required monthly quarterly, and annual basis.
  • Assist the Finance Manager to ensure compliance with local Tax Law.
  • Coordinate with field offices on finance-related issues.
  • Tracking lease prepayments and Purchase Orders/sub-contracts.
  • Ensure that financial files are digitalized, organized, and audit compliant in accordance with USAID and MSH rules and regulations.
  • Prepare training plan for fellow/ intern and overall supervision and training of Finance department employees.

 

Financial Analysis:

  • Routinely prepare standard reports as needed for each project and for the shared country budget.
  • Analyze financial data with the goal of identifying trends or issues critical to inform the country and/or project management of pertinent issues.
  • Work with FD and FD to assess and analyze financial risks in the country.
  • Assist the Finance Manager in preparing of BMR report each month.
  • Support the Finance Manager in preparing MFR Report

 

Financial Administrative Support :

  • Working closely with the HR Staff, support the consolidation and allocation of staff salaries and benefits according to approved timesheets remitted to finance timely on a monthly basis.
  • Working closely with HR Manager and  FD/OD in reviewing annual staff insurance benefits i.e., health, and life insurance ensuring requirements and rules around the eligibility of dependents are respected. With approval from the Operation Director, payout local benefits plans, including pension and health insurance; track staff leaves balances via the PTO tracker ensuring information is up to date; update all accruals and reconcile contributions to the local benefits plan with the financials as part of the month-end close process.
  • Supervise the Tax finance officer  on timely payments of all MSH tax liabilities as well as any local requirements about quarterly/annual tax reporting.
  • Supervise the Finance Officer Mobile Money that all staff registration and payment are on a timely basis through money agencies, Aurum, and the M-Paisa Mobile money system.
  • Manage the Staff and HFs top-up cards (Boloro) and ensure we have sufficient balance in Boloro for staff top-up cards payment.
  • Monthly clearance and reconciliations of Boloro account.

 

Financial Accounting & Closing Period Responsibilities:

  • Support MSH Financial Accounting monthly and annual close processes.
  • Respect the detailed reporting calendar deadlines approved by the HQ finance/Regional Management unit.
  • Support the Finance manager and Finance Director in performing the Month End/ Year Close procedures in line with the MSH Close checklist.
  • Perform some level of balance sheet reconciliations where necessary. Ensure receivables and payables are tightly controlled.
  • Ensuring compliance with US GAAP, IFRS, and Cost Accounting Standards.

 

Problem-Solving and other duties:

  • In all aspects of the position, proactively identify possible issues and bring them to the attention of the Director of Finance and Operations.
  • Provide integrity checks on budgets as needed.
  • Identify and submit required documentation to the auditors ensuring that all the necessary paperwork is adequately attached, and an audit trail is clear.
  • Any additional work as assigned.

Job Requirements:

REQUIRED MINIMUM EDUCATION:

  • Bachelor’s degree in business administration, Economy or Finance or other relevant discipline

 

REQUIRED MINIMUM EXPERIENCE:

  • Six plus (6+) years of experience in international project financial management or related experience is required or a master’s in a related field.  Experience with aspects of US Government federal regulations, specifically USAID regulations.

 

KNOWLEDGE AND SKILLS:

  • Experience in managing large multisectoral and multimillion-dollar projects. Strong software skills including extensive experience with Excel, Quick Books, and Word required. Knowledge and experience with a cost share.  Highly developed analytical skills and excel skills.  Accounting knowledge is necessary. Familiarity with accounting software, particularly QuickBooks and Costpoint desirable.  Ability to work collaboratively with program, finance, and operations staff toward the achievement of project and organization objectives helpful. Excellent interpersonal and communication skills, both written and verbal required. Business knowledge of English required fluent English preferred. Skilled at working in a culturally diverse environment and with offices in multiple locations helpful.
