Turquoise Mountain is a non-profit, non-governmental organization specializing in urban regeneration, business development, and education in traditional arts and architecture. We seek to provide education, skills and livelihoods to Afghan men and women. Since 2006 Turquoise Mountain has cleared 36,000 cubic meters of rubbish from the streets, restored or built 150 historic and community buildings, created a primary school and a clinic, and installed water, electricity, and sanitation through the historic traditional craft neighborhood of Murad Khani in the old city of Kabul. It has created the internationally accredited Institute for Afghan Arts & Architecture, training the next generation of craftsmen and women in woodwork, jewelry and gem cutting, calligraphy and miniature painting, and ceramics. Finally, it has sold over US$15,000,000 of Afghan artisan products internationally.

Job Descriptions:

General Objectives:

Reporting to Senior Finance Manager (SFM) and the Finance Manager (FM) will be responsible to assist on overall financial management affairs of TM Afghanistan Country Office.

General Responsibilities:

The FM will support the SFM for the true and fair accountancy of the Turquoise Mountain Trust (TMT) and the Turquoise Mountain Institute (TMI).

  1. Planning and Budgeting
  • Assist in preparing the annual work plan and the action plans for the finance department and ensure timely implementation of planned activities.
  • Work with the SFM and support finance team with the preparation and revision of the annual budgets for TM Afghanistan country office.
  • Work with in-country finance team and the departments to prepare monthly cash forecasts and ensure sufficient supply of cash to fund in country operations.
  • Ensuring clarity of all donor funds designated to Afghan and unrestricted funding needs ahead of corporate planning/budgeting process.  
  1. Accounting
  • Ensure that all transactions (expenditures, incomes, transfers, etc) are accurately and timely recorded and that the financial records are reflecting the true and fair position of the TM Afghanistan.
  • Ensure financial compliance with government, donors and TM policies, procedures, and requirements.
  • Manage and supervise TM Afghanistan in-country banking affairs.
  • Manage and supervise TM Afghanistan Hawala processes.
  • Work closely with TM clinic, TM Institute and TM Operations Departments to records and reconcile accounts, cash advance requests, and any incomes generated by TM projects.
  • Assist to manage the financial affairs of the TM Institute.
  • Ensure that monthly balance sheet reconciliations are completed on a timely basis and those final reconciliations and trial balances are reviewed with the SFM. 
  • Closely monitor all financial activities and keeps the SFM informed of all financial risks.
  • Work with HR department and prepare monthly payrolls.
  • Assist in overseeing the timely preparation, review and approval of all monthly bank account and cash reconciliations including third party Hawala reconciliations.
  1. Internal Controls
  • Assist in reviewing all PRFs and confirm availability of budget for all purchases.
  • Ensures that all financial activities, payments etc are incompliance with TM, TM donors policies including but not limited to Finance, Procurement and HR policies.
  • Work with the SFM on all aspects of document and control.
  • Maintain strong cash controls and reconciliation processes.
  • Maintain a control file.
  1. Reporting
  • Preparing the annual tax return reports and follow up the tax related issues with the ARD/MoF.
  • Assisting the SFM in preparing the monthly expenditure reports, quarterly and annual financial reports and other ad hoc financial summaries to the senior management, donors and the government entities helping them make timely decisions.
  • Work closely with the M&E and Communication departments as well as Sr. liaison officer ensuring timely registration and reporting of projects with the Ministry of Economy.
  • Maintain current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
  • Manage the finance department activities and schedules to meet the financial reporting calendar and deadlines specified by SFM, Senior Management and donors.
  • Oversee all donor financial reporting and ad hoc financial requests from donors.
  1. Auditing
  • Facilitates and co-ordinates external, internal, donor or government audits.
  • Set up and manage the quarterly and year end stock and asset counts and verification and maintain effective ongoing internal assessments of stock and assets throughout the year.
  • Maintain and follow up of the audit finding’s corrective action plan.
  1. Management of Finance Department
  • Manage the Senior Finance Officer and Finance Officers
  • Work with other members of the Finance Team investing in their professional and personal development through coaching, mentoring, inhouse and external trainings and seminars.
  • Maintain electronic and physical filing system for the finance department.
  • Attend the department meetings and contribute to the decision-making process.

Job Requirements:

  1. Qualifications
  • Bachelor’s degree in Accounting, Finance or Financial Economics from reputable universities, Master’s degree is preferred.
  • Accounting / Financial certifications such as ACCA, CIMA, or CPA highly preferred and desirable.
  • With Bachelor 7 years of Financial Management Experience and with master’s 5 years of Financial Management Experience of which 2 years in Managerial position with NGOs or Donor Funded projects.
  • Working knowledge with operations department (procurement, logistics, fixed assets, security) is a plus.
  • Excellent command of English (verbal and written).
  • Demonstrable Financial Reporting Skills.
  • Excellent Computer Skills specifically MS Excel and MS Words.
  • Practical knowledge and hands on experience in use of QuickBooks Software is mandatory.
