Job Description

The WASH Technical Assistant will work under the supervision of the Project Manager and will support the technical planning, implementation, monitoring, and supervision of WASH activities in targeted communities under the AHF project. The position will provide field-level technical assistance for the implementation of water supply, sanitation, hygiene-related infrastructure, and other WASH activities. The WASH Technical Assistant will support site assessments, measurements, technical data collection, construction monitoring, quality control, and verification of completed works in accordance with approved designs, Bills of Quantities (BOQs), technical specifications, project plans, and relevant WASH standards.The WASH Technical Assistant will work closely with the WASH Officer, Design Engineer, Hydrogeologist, contractors, community representatives, local authorities, and other project staff to ensure that WASH activities are implemented safely, efficiently, and according to required technical and quality standards.

 
Duties & Responsibilities:

·        Support the WASH team in planning and implementing technical WASH activities at project sites.

·        Conduct and support field-level site assessments, measurements, surveys, and technical data collection.

·        Assist in assessing existing water supply, sanitation, drainage, and other WASH facilities.

·        Support the identification of technical requirements for construction, rehabilitation, and improvement of WASH facilities.

·        Assist the WASH Design Engineer and WASH Officer in preparing and reviewing technical information, drawings, BOQs, and specifications as required.

·        Support the implementation of water supply systems, water points, sanitation facilities, drainage structures, and other WASH infrastructure.

·        Conduct regular field visits to monitor construction and rehabilitation activities.

·        Monitor construction activities to ensure compliance with approved drawings, BOQs, technical specifications, and work plans.

·        Check dimensions, quantities, materials, and workmanship of completed and ongoing works.

·        Support the verification of construction materials and their suitability for the approved works.

·        Assist in measuring completed works and documenting progress for review by the WASH Officer/Design Engineer.

·        Identify technical issues, construction defects, deviations, and implementation challenges and report them to the supervisor.

·        Support contractors and skilled workers with technical guidance within the scope of assigned responsibilities.

·        Assist in ensuring proper implementation of corrective measures identified during site inspections.

·        Support testing, inspection, completion, and handover of WASH facilities.

·        Assist with water source assessments, borehole-related activities, water quality testing, and other groundwater activities when required.

·        Support the collection of water samples and technical field information in accordance with approved procedures.

·        Assist in monitoring the functionality and condition of completed WASH facilities.

·        Support post-construction monitoring and identification of maintenance or repair requirements.

·        Ensure that WASH facilities consider accessibility, gender, protection, and the needs of people with disabilities and other vulnerable groups.

·        Support community engagement and provide basic technical information to communities regarding the proper use, operation, and maintenance of WASH facilities.

·        Coordinate with community representatives, local authorities, contractors, and project staff during field implementation.

·        Prepare field-level technical updates and contribute to weekly and monthly WASH reports.

·        Support the collection and verification of data related to WASH project indicators and targets.

·        Report any technical, environmental, safety, or implementation concerns to Project Manager.

·        Support monitoring of environmental and safety considerations during WASH construction activities.

·        Ensure that field activities are implemented in accordance with approved project plans, organizational policies, WASH standards, and relevant donor requirements.

·        Perform other relevant WASH technical duties assigned by the WASH Officer or Project Manager.

Job Requirements

·        Diploma or Bachelor’s degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, Hydrology, Hydrogeology, WASH, or a related technical field.

·        2–3 years of relevant professional experience in WASH, construction, water supply, sanitation, or related technical field activities.

·        Previous experience working with humanitarian or development projects is highly desirable.

·        Practical experience in field-level WASH infrastructure implementation, rehabilitation, or construction monitoring.

·        Experience in site measurements, technical data collection, construction monitoring, and quality control.

·        Basic understanding of water supply systems, sanitation facilities, drainage, water points, and other WASH infrastructure.

·        Ability to read and understand basic engineering drawings, BOQs, technical specifications, and construction plans.

·        Experience in checking construction quantities, dimensions, materials, and workmanship.

·        Basic knowledge of construction practices, materials, and quality-control procedures.

·        Ability to use basic technical tools and equipment for field measurements and assessments.

·        Good computer skills, particularly MS Word and Excel, for documentation and reporting.

·        Knowledge of AutoCAD or other technical software is an advantage.

·        Good communication, coordination, teamwork, and problem-solving skills.

·        Ability to communicate effectively with communities, contractors, skilled workers, local authorities, and project staff.

·        Ability to work independently and as part of a multidisciplinary team in challenging field environments.

·        Fluency in Pashto and/or Dari; working knowledge of English is preferred.

·        Willingness and ability to travel regularly to project sites.
