Job Description

The organization (TBS Client) plans to establish an Obstetric Fistula Treatment Centre of Excellence at Malalai Maternity Hospital in Kabul, in collaboration with its Implementing Partner. To ensure effective oversight of this construction project and confirm that all activities are carried out in full compliance with the approved design package, the organization seeks to engage a qualified local Civil Engineer. The Engineer will be responsible for monitoring progress, verifying technical quality, and supporting overall project implementation, ensuring that all works adhere to the approved designs, specifications, safety standards, and contractual obligations.

 

Scope of work: (Description of services, activities, or outputs)

The Local Civil Engineer will be responsible for the following tasks:

 Technical Supervision & Quality Control:

     Conduct regular on-site inspections at the project locations (Malalai maternity Hospital or any other locations as required by organization).

     Verify that all civil, structural, architectural, mechanical, and electrical works comply with the approved design drawings, technical specifications, and engineering standards.

     Monitor the contractor’s construction methods, materials, and equipment for adherence to quality requirements.

     Identify any deviations, deficiencies, or non-compliant works and provide recommendations for corrective action.

     Ensure that materials delivered to the site meet required standards and specifications before incorporation into the works.

     Ensure the company introduces 3 best qualified concrete plants.

     Ensure the company introduces 3 best active laboratories of construction material for the project.

Approval Requirement:

     Ensure the complete design package including BOQ, Technical Specifications, and Drawings is validated by the organization Engineers.

     Upon validation by organization Engineers, submit the complete design package to partner. It is the responsibility of partner to submit for further approval of the de facto Ministry of Urban Development officially and share with the engineering department of the Ministry of Public Health.

     Ensure all material has written approval from the organization Engineers and relevant Programme Team.

 

Material Testing:

Witness tests for all materials in the field and in the laboratory. This includes:

·         Compaction test of soil

·         Concrete tests

·         Brick masonry tests

·         Steel rebar tests

·         Steel plate tests

·         Any other tests required for the project

Progress Monitoring & Reporting:

     Track progress against the work schedule and verify the accuracy of contractor progress reports.

     Prepare monthly written supervision reports including site observations, work completed, issues encountered, and recommendations.

     Document construction activities, including variations, through photographs, measurements, and checklists.

     Notify the organization Engineers and relevant Programme Team immediately of any significant delays, risks, or issues affecting cost, quality, or timeline.

     Send DSMR (Daily Site Monitoring Report) to the organization Engineers and relevant Programme Team, each day CoB.

 

Verification of Quantities & Payments:

     Review and verify contractor invoices, bills of quantities (BoQs), and work completion statements.

     Confirm quantities executed on site and validate payment certificates for further approval by organization Engineers and relevant Programme Team.

     Support in certifying practical and final completion of works.

     Review the final invoice with exact completed items and do the secondary calculations for further approval by organization Engineers and relevant Programme Team.

 

Design Compliance & Technical Review:

     Review and interpret all project drawings, technical specifications, and contractual documents.

     Advise partner and organization on any design discrepancies or required design clarifications.

     Support implementation of design revisions or change orders when necessary, ensuring that changes remain within project scope and standards. This will require a prior approval of organization Engineers and relevant Programme Team.

Health, Safety & Environmental (HSE) Oversight:

     Monitor contractor compliance with occupational health and safety standards.

     Ensure the implementation of safety procedures, signage, and protective measures on site.

     Immediately report any accidents, unsafe practices, or environmental compliance issues to partner and to the organization Engineers and relevant Programme Team and seek guidance for taking further actions.

 

Coordination & Communication:

     Liaise and coordinate closely on all technical aspects of the project with the construction contractor(s), partner Admin Logistics Unit, organization Engineers and relevant Programme Team, and any relevant stakeholders as advised by the direct supervisor.

     Provide expert advice to the contractor and partner on engineering-related matters throughout the construction period.

 

Project Close-out Support:

     Conduct final inspections and punch-list assessments for further approval by organization Engineers and relevant Programme Team.

     Verify completion and quality of all works prior to handover in coordination with organization Engineers.

     Provide technical input to the final project completion report.

Deliverables:

The local Engineer will deliver the following to organization:

  1. Daily written DSMR (Daily Site Monitoring Report).
  2. Weekly site supervision updates with photos and progress assessments.
  3. Monthly consolidated written progress reports summarizing work status, challenges, risks, and recommendations.
  4. Non-conformance reports (if applicable) with corrective action recommendations.
  5. Final inspection and handover report including punch-list and completion verification.
  6. Review and confirmation of as-built documentation.

 

 Duty Station:

       Primarily based in Malalai Maternity Hospital (construction site) with a need basis travel to organization Country office (Kabul) and other provinces, subject to organizations  security requirements and travel authorization processes.

Job Requirements

·         Bachelor’s degree in civil engineering.

·   Minimum 5 years of proven experience in construction work, preferably with other organizations, and preparing technical documents, including Scopes of Work, for construction projects (Experience in Hospital construction is an advantage). 

·         Familiarity with international building codes and standards.

·         Strong communication and collaboration skills.

·         Knowledge of the local language and English, both spoken and written.

·         Proficiency in relevant Engineering Software programs
