Project Background

TCRC Afghanistan has been awarded the contract by the Afghanistan Standard Quality Authority (ASQA) for the establishment and operation of laboratories dedicated to testing construction materials, electrical materials, textiles, and leather products at strategic border locations. The project sites are located within the premises of the Afghanistan Customs Offices.

Job Description

Detailed Key Responsibilities

The Site Quality Control (QC) Engineer shall be responsible for establishing, implementing, monitoring, and maintaining the Quality Control and Quality Assurance (QA/QC) system throughout the construction of the laboratory facilities. The QC Engineer shall ensure that all construction works, materials, equipment, and installations comply with the approved engineering drawings, technical specifications, contract requirements, international standards, and ASQA quality requirements.The project sites are located within the premises of the Afghanistan Customs Offices

1. Material Inspection and Approval

  • Inspect all incoming construction materials before they are used on site.

  • Verify that all materials conform to approved technical specifications and project requirements.

  • Review manufacturers' certificates, test certificates, and material approval documents.

  • Ensure that only approved materials are incorporated into the project.

  • Coordinate material inspections with consultants, contractors, suppliers, and ASQA representatives.

  • Monitor proper storage, handling, and protection of construction materials to prevent deterioration or damage.

2. Construction Quality Inspection

  • Conduct routine inspections of all construction activities, including excavation, foundations, reinforced concrete works, structural steel, masonry, plastering, waterproofing, roofing, flooring, ceilings, doors, windows, painting, plumbing, electrical installations, HVAC, roads, boundary walls, drainage systems, and external works.

  • Verify that construction works comply with approved engineering drawings, specifications, approved shop drawings, and method statements.

  • Witness critical construction activities prior to approval for the next stage of work.

  • Verify dimensions, levels, alignment, and workmanship throughout the construction process.

3. Testing and Quality Verification

  • Coordinate all field and laboratory testing of construction materials, including soil, aggregates, cement, concrete, asphalt, steel reinforcement, masonry blocks, water, and other construction materials.

  • Witness sampling and testing activities carried out by approved laboratories.

  • Review laboratory test reports and verify compliance with project specifications.

  • Ensure all testing equipment is calibrated and certified before use.

  • Monitor testing frequencies in accordance with project specifications and international standards.

4. Inspection Requests and Site Surveillance

  • Review and respond to Inspection Requests (IRs) submitted by contractors.

  • Conduct site inspections before approving work for subsequent construction activities.

  • Verify that previous inspection comments have been addressed before approving work.

  • Perform routine surveillance inspections to ensure continuous compliance with quality requirements.

5. Non-Conformance Report (NCR) Management

  • Identify defective or non-compliant work.

  • Prepare and issue Non-Conformance Reports (NCRs).

  • Monitor implementation of corrective and preventive actions.

  • Verify rectification of defective work before acceptance.

  • Maintain a register of all NCRs and their status until closure.

6. Corrective and Preventive Actions

  • Investigate the root causes of quality deficiencies.

  • Recommend corrective and preventive measures.

  • Verify implementation of approved corrective actions.

  • Monitor recurring quality issues and recommend process improvements.

  • Follow up on outstanding quality observations until satisfactory closure.

7. Documentation and Record Management

  • Maintain complete QA/QC documentation throughout the project.

  • Prepare daily, weekly, and monthly quality reports.

  • Maintain inspection reports, test records, material approvals, calibration certificates, NCR logs, quality checklists, and inspection registers.

  • Maintain proper document control in accordance with company quality procedures.

  • Ensure quality records are archived for future reference and project handover.

8. Compliance Monitoring

  • Monitor compliance with project specifications, contract requirements, and approved construction methodologies.

  • Ensure construction activities comply with applicable international standards, including ASTM, BS, ACI, IEC, ISO, and other relevant engineering codes.

  • Verify compliance with ASQA quality requirements and applicable Afghanistan construction regulations.

  • Participate in quality audits conducted by TCRC, ASQA, consultants, and regulatory authorities.

9. Coordination and Communication

  • Coordinate closely with the Site Project Manager, Site Engineers, Procurement Officer, contractors, consultants, suppliers, and ASQA representatives on all quality-related matters.

  • Participate in site coordination meetings, quality review meetings, and technical discussions.

  • Provide technical advice regarding quality requirements and compliance.

  • Communicate inspection findings promptly to the project management team.

10. Final Inspection and Project Handover

  • Conduct final quality inspections before project completion.

  • Prepare punch lists identifying outstanding works and defects.

  • Verify completion of all corrective works before project handover.

  • Participate in testing, commissioning, and final acceptance inspections.

  • Assist in preparing quality completion reports, as-built quality documentation, warranties, certificates, and handover documentation for submission to ASQA.

11. Continuous Quality Improvement

  • Promote a culture of quality throughout the project.

  • Identify opportunities to improve construction quality and inspection processes.

  • Provide guidance and training to site personnel on quality requirements and inspection procedures.

  • Support the implementation of company Quality Management Systems (QMS) and continuous improvement initiatives.

12. Health, Safety, Security, and Environmental (HSSE) Compliance

  • Ensure all inspections are conducted in accordance with TCRC Group's Health, Safety, Security, and Environmental (HSSE) policies.

  • Report unsafe construction practices that could affect quality or worker safety.

  • Ensure quality inspections do not compromise site safety requirements.

  • Participate in safety meetings and quality-related incident investigations where required.

Job Requirements

Qualifications

Bachelor's or Master's Degree in Civil Engineering

Knowledge of Ms. Project & AutoCAD is a plus point

Knowldge of English and Local Language is Mandotory

Experience: 7–10 Years
