Project Background

TCRC Afghanistan has been awarded the contract by the Afghanistan Standard Quality Authority (ASQA) for the establishment and operation of laboratories dedicated to testing construction materials, electrical materials, textiles, and leather products at strategic border locations. The project sites are located within the premises of the Afghanistan Customs Offices.

Detailed Key Responsibilities

The Site Engineer shall be responsible for the day-to-day technical supervision, coordination, and monitoring of all construction activities at the assigned project site. The incumbent shall ensure that all works are executed in accordance with approved engineering drawings, technical specifications, contract requirements, applicable building codes, company policies, and the requirements of the Afghanistan Standard Quality Authority (ASQA).

1. Daily Construction Supervision

• Supervise and monitor all daily construction activities carried out by contractors and subcontractors.

• Ensure all construction works are executed in accordance with approved engineering drawings, technical specifications, method statements, and project schedules.

• Coordinate daily work activities with the Site Project Manager and Site Foreman.

• Monitor manpower, construction equipment, and material resources to ensure efficient project execution.

• Ensure work is performed safely, efficiently, and in compliance with project quality requirements.

• Provide technical guidance to contractors and construction personnel on site.

• Resolve routine technical issues encountered during construction.

2. Quantity Verification and Measurement

• Measure and verify completed construction quantities for progress monitoring and contractor payment purposes.

• Verify quantities of excavation, concrete, reinforcement steel, masonry, plastering, flooring, roofing, boundary walls, roads, drainage works, and utility installations.

• Review quantity calculations against approved Bills of Quantities (BOQ).

• Assist in preparing measurement sheets and quantity reconciliation reports.

• Monitor material consumption and identify excessive wastage.

3. Site Layout and Engineering Measurements

• Verify site setting-out, benchmarks, grid lines, elevations, and dimensions before commencement of construction.

• Ensure structural elements are constructed according to approved coordinates and levels.

• Coordinate with surveyors to confirm accuracy of layout and alignment.

• Check dimensions, verticality, and levels of completed works before approval.

• Record site measurements for project documentation and as-built drawings.

4. Contractor Coordination

• Coordinate daily construction activities with contractors, subcontractors, consultants, suppliers, and utility service providers.

• Conduct site coordination meetings to review progress, work priorities, and technical issues.

• Ensure contractors have sufficient manpower, equipment, and materials to meet project schedules.

• Monitor contractor compliance with contract requirements and approved work programs.

• Assist in resolving technical disputes and construction-related issues.

5. Material Inspection and Control

• Inspect construction materials upon delivery to ensure compliance with approved specifications.

• Verify delivery quantities against purchase orders and delivery notes.

• Ensure only approved materials are used in construction.

• Monitor proper storage, handling, and protection of materials on site.

• Coordinate material inspections with the Site QC Engineer and Procurement Officer.

• Report damaged, defective, or non-compliant materials for corrective action.

6. Progress Monitoring

• Monitor daily, weekly, and monthly construction progress against the approved project schedule.

• Identify delays and recommend corrective actions to recover lost time.

• Track critical activities and project milestones.

• Prepare progress updates for submission to the Site Project Manager.

• Monitor productivity of labor, equipment, and subcontractors.

• Verify completion of work packages before proceeding to subsequent construction stages.

7. Technical Documentation

• Maintain accurate records of daily site activities, inspections, measurements, and construction progress.

• Prepare daily site diaries, work progress reports, and technical reports.

• Record site instructions, requests for information (RFIs), and engineering clarifications.

• Review and maintain approved construction drawings, shop drawings, specifications, and method statements.

• Assist in preparing as-built drawings and project completion documentation.

• Ensure all technical documentation is maintained in accordance with company document control procedures.

8. Coordination with Quality Control

• Coordinate inspections with the Site QC Engineer before commencement of critical activities.

• Ensure quality inspection requests are submitted on time.

• Verify corrective actions for non-conforming works.

• Participate in quality audits and technical inspections.

• Support testing and commissioning activities for completed works.

9. Health, Safety, Security and Environmental (HSSE) Compliance

• Ensure construction activities comply with TCRC Group Health, Safety, Security, and Environmental (HSSE) policies.

• Monitor safe working practices throughout the construction site.

• Ensure workers use the required Personal Protective Equipment (PPE).

• Report unsafe conditions, unsafe acts, accidents, and near-miss incidents.

• Participate in toolbox talks, safety meetings, and site safety inspections.

• Promote good housekeeping and environmental protection throughout the project.

10. Communication and Reporting

• Maintain effective communication with the Site Project Manager, QC Engineer, Foreman, Procurement Officer, and Admin & Finance Officer.

• Coordinate with ASQA representatives, consultants, and contractors on technical matters.

• Attend project coordination meetings and provide technical updates.

• Submit daily, weekly, and monthly reports in a timely manner.

• Immediately report significant technical, quality, safety, or schedule issues to the Site Project Manager.

11. Testing, Commissioning, and Project Handover

• Assist in testing and commissioning of completed buildings, utilities, and associated systems.

• Participate in pre-handover and final inspections with ASQA representatives.

• Prepare and verify punch lists and monitor completion of outstanding works.

• Assist in preparing as-built documentation, operation manuals, and project handover records.

• Support the successful handover of completed laboratory facilities to the client.

12. General Responsibilities

• Perform any additional engineering duties assigned by the Site Project Manager.

• Maintain confidentiality of project documents and technical information.

• Comply with TCRC Group policies, procedures, and ethical standards.

• Demonstrate professionalism, integrity, teamwork, and accountability in all project activities.

• Continuously seek opportunities to improve construction quality, efficiency, and project performance.
