Tdh has been working in Afghanistan since 1995 and carry out projects related to Child Protection, Mother and Child health and Livelihood Programs in Kabul, Balkh, Kunar and Nangarhar provinces.

Job Description

To support the safe implementation of Tdh operations in Nangarhar and other field locations, including district-level project sites, through effective security risk management, security assessments, reporting, staff briefings, and implementation of security procedures and mitigation measures. The primary duty station will be Jalalabad City; however, the Safety and Security Officer will be required to travel regularly to districts and other Tdh project locations within the Eastern Region, based on operational needs and security requirements.

Main responsibilities:


1. Security Monitoring & Analysis

  • Monitor and analyze security developments within the Eastern Region.

  • Collect, verify, and disseminate security information relevant to Tdh operations.

  • Provide timely security alerts, advisories, and recommendations to management in the mentioned province.

  • Maintain updated situational awareness through local sources, stakeholders, and open-source information.

  • Identify emerging threats, trends, and potential risks affecting staff, assets, and programs.

2. Reporting & Documentation

• Prepare and submit daily, weekly, and monthly security reports.

• Prepare incident reports, flash reports, and special security updates as required.

• Report and document security incidents, accidents, and near misses.

• Maintain accurate security databases and incident tracking records.

3. Risk Assessments, Field Security & Field Travels

  • Conduct security risk assessments of project sites, offices, guesthouses, warehouses, and field locations.

  • Assess newly proposed or non-approved locations prior to operational engagement.

  • Conduct security assessments of locations in Jalalabad and other operational areas as requested by Eastern Area Coordinator.

  • Conduct route assessments and provide travel security advice.

  • Support the development and updating of site security plans and contingency measures.

  • Identify mitigation measures to reduce exposure to security risks during field operations.

4. Movement & Operational Support

• Monitor staff movements and support movement tracking procedures.

• Support emergency response and crisis management activities.

• Ensure implementation of check-in/check-out procedures for field movements.

• Coordinate with field teams to ensure safe and timely travel planning.

• Assist in activation of evacuation or relocation procedures when required.

5. Staff Safety & Capacity Building

• Provide security briefings for staff, consultants, and visitors.

• Conduct security awareness sessions and support emergency preparedness exercises.

• Deliver context-specific safety guidance based on current threat environment.

• Support onboarding security orientation for new staff members.

• Promote a strong security culture across all field teams.

6. Liaison & Coordination

  • Maintain professional relations with local authorities, community representatives, humanitarian actors, and other stakeholders.

  • Coordinate with INGOs security focal points and inter-agency security networks when required.

  • Share relevant security updates with coordination forums while maintaining confidentiality protocols.

7. Compliance & Security Management

  • Ensure compliance with Tdh Security Management Plans, SOPs, and security policies, and provide support to the Safety and Security Officer based in Kabul.

  • Support implementation of minimum operating security standards across all field locations.

  • Conduct periodic review of compliance gaps and recommend corrective actions.

  • Perform any other tasks as may be requested by the line manager or function supervisor.

Job Requirements

Education :

  • Bachelor degree from a recognized university in social science.

Experience / Skills :

  • Minimum 5 years of experience in security & safety field in INGOs or international organizations or UN Agencies.

  • Strong knowledge of current context of the country

  • Excellent communication and interpersonal skills.

  • Ability to manage multiple tasks and meet deadlines.

  • Proficiency in MS Office.

  • High level of integrity and ability to handle confidential information.

  • Excellent in English and Dari/Pashto is required.

Ability to prioritize: ability to prioritize effectively based on operational and project needs is essential.

Solid planning skills: Proven experience in developing timely and effective plans and successfully following through on their implementation.

Excellent communication skills: Ability to collaborate effectively with the relevant departments, and external stakeholders and authorities and to ensure timely follow-up through meetings, trackers, and other coordination tools.

Proactivity and initiation: Demonstrated ability and experience in improving processes, tools, and documentation to ensure high-quality, transparent, and fair practices in Afghanistan

Languages:

  • Excellent verbal and written English, in addition to fluency in Pashto and Dari

Microsoft Office package
