Job Description

  • Develop and prepare quarterly, semi-annual, and annual financial plans and budgets to support the effective monitoring, control, and management of the financial operations of the factory and its affiliated entities, ensuring compliance with organizational policies, financial regulations, and strategic objectives.
  • Design, develop, and implement effective financial systems, policies, and procedures to strengthen the efficiency, accuracy, transparency, and accountability of financial management processes, ensuring alignment with organizational objectives, applicable financial regulations, accounting standards, and institutional governance requirements.
  • Budget Management: Develop, prepare, and oversee the organizational budget while ensuring that all financial and operational activities are aligned with approved budgetary allocations, and maintaining strict compliance with financial planning and expenditure control policies.
  • Financial Reporting: Prepare, review, and submit timely, accurate, and comprehensive financial reports to the factory's senior management, ensuring compliance with applicable financial reporting standards, organizational policies, and regulatory requirements, while supporting informed decision-making and effective financial oversight.
  • Financial Analysis: Perform comprehensive and accurate analysis and evaluation of financial operations and performance in order to identify opportunities, risks, and challenges, and provide data-driven insights to support effective financial planning, decision-making, and organizational improvement.
  • Cash Management: Oversee and manage the organization’s cash flow, ensuring effective monitoring, control, and optimization of cash resources, and maintaining adequate liquidity to meet the daily operational and administrative expenditures of the factory and its affiliated offices in a timely and efficient manner.
  • Identify, evaluate, and analyze financial risks, and develop and implement effective risk management strategies to mitigate potential financial exposures, ensure financial stability, and support informed decision-making in alignment with organizational risk management frameworks and objectives.
  • Regulatory Compliance: Ensure that all financial operations, processes, and organizational procedures are fully compliant with applicable national and international financial standards, laws, and regulatory frameworks, thereby promoting transparency, accountability, and adherence to good governance practices.
  • Investment Financial Analysis: Conduct detailed financial analyses to support the effective management, coordination, and optimization of the factory’s investment portfolio, and evaluate ongoing and proposed projects to enhance revenue generation, improve profitability, and ensure strategic alignment with organizational financial objectives.
  • Interdepartmental Collaboration: Maintain close and effective collaboration with all administrative and executive units, particularly in finance, procurement, and operational functions, as well as other relevant departments of the factory, to ensure coordinated workflows, operational efficiency, and the achievement of organizational objectives.
  • Financial Team Leadership: Provide strategic leadership and effective management of the factory’s finance and accounting team, and design and deliver structured professional training and capacity-building programs to enhance employees’ competencies, improve performance, and support continuous professional development and career growth.
  • Ensure timely coordination, consolidation, and standardization of financial statements of the factory and its affiliated offices, guaranteeing accuracy, consistency, and compliance with applicable financial reporting standards and organizational requirements.
  • Financial System Development: Oversee the accurate recording, structuring, and management of all financial and accounting transactions using QuickBooks and other relevant financial software systems, ensuring proper documentation, data integrity, and compliance with established accounting principles and organizational financial policies.
  • Prepare and deliver timely, accurate, and regularly updated reports and financial information on revenues and expenditures, ensuring data integrity, transparency, and support for effective financial monitoring and decision-making within the organization.
  • Provide expert advisory services and professional recommendations to financial officers of relevant departments and offices, supporting effective financial management, compliance, and decision-making through technical guidance and best practice implementation.
  • Conduct continuous monitoring, supervision, and reconciliation of all bank and money exchange (currency exchange) accounts to ensure accuracy, transparency, compliance, and effective financial control in accordance with organizational financial policies and procedures.
  • Examine, evaluate, and audit documentation and invoices related to procured equipment, goods, and services, including records of movable and immovable assets, by collecting and verifying relevant supporting information to ensure their validity, authenticity, and compliance with established financial and procurement procedures.
  • Design, implement, and maintain a structured archiving system for the secure, confidential, and organized storage of financial records in both electronic (soft copy) and physical (hard copy) formats, ensuring data integrity, accessibility control, and compliance with organizational record-keeping policies.
  • Design and implement a structured payroll management system to ensure the accurate, timely, and orderly processing of employees’ salaries at the factory and its affiliated offices, in compliance with organizational policies and financial regulations.
  • Ensure the implementation of appropriate preventive measures and control mechanisms to mitigate and prevent financial irregularities, violations, and related risks, thereby safeguarding financial integrity, compliance, and accountability within the organization.
  • Policy and Strategy Development: Design and formulate short-term and long-term financial policies and strategic frameworks aimed at ensuring the efficient, effective, and optimal utilization of financial resources, in alignment with organizational goals, sustainability requirements, and sound financial governance principles.
  • Execute additional assigned duties and responsibilities as instructed by authorized factory management, ensuring compliance with organizational policies, operational requirements, and strategic objectives.

Job Requirements

  •   Education: A bachelor’s degree in Economics, Accounting, or other relevant disciplines is required, while candidates holding a master’s degree will be given preference during the selection process in accordance with organizational recruitment standards
  •   Work Experience: A minimum of 5 to 10 years of senior-level professional experience in financial management, with demonstrated expertise in leading and managing financial processes and teams for large-scale projects within reputable manufacturing, commercial, and non-profit organizations.
  •   Information Technology Skills: Demonstrated full proficiency in the effective application of information technology, particularly in hardware and software systems, along with the ability to operate and manage other relevant technical and information systems supporting financial operations and organizational processes.
  •   Financial Software Skills: Demonstrated full proficiency in the management, development, and effective utilization of QuickBooks and other modern and emerging financial software applications to support financial operations, ensure data accuracy, and enhance the efficiency and reliability of financial management processes.
  • Languages: Demonstrated full professional proficiency in Pashto, Dari, and English, with the ability to communicate effectively in both written and verbal forms across professional and organizational contexts.
