About ARWEO:

ARWEO is a nonprofit organization with a visionary focus on the rehabilitation and protection of vulnerable communities in Afghanistan. ARWEO has a strategic goal of assisting the lifesaving and immediate needs of the marginalized population including IDPs, refugees, and host communities in eastern, central, northern and central highlands regions. ARWEO has a history of 22 years implemented 86 projects with 65% of projects in Shelter, education, protection, food security, nutrition, and livelihoods. ARWEO is dedicated to transforming the lives of marginalized children including boys and girls, particularly those with immediate education, protection, and humanitarian needs, and those belonging to IDP, refugee, and host communities in the affected provinces of Afghanistan.

Project Background:

ARWEO is implementing the Youth Skill Development in Climate Resilience & Green Jobs project in Kunar. The project supports  adolescents and youth, with strong priority for young women and girls, returnees, vulnerable households, and persons with disabilities across Asadabad, Shigal , Nurgal, Narang, Khas Kunar, and Chawkay. Training and support are organized around four trades: Solar PV Installation and Maintenance, Climate-Smart Kitchen Gardening, Medicinal and Aromatic Plants (MAPs), and Home-Based Poultry Farming. The project combines technical skills, life skills, safe delivery arrangements, accountability, market linkage, and practical follow-up so that participants can apply their learning for livelihoods, income generation, self-employment, and household resilience.

Job Description

 Summary:

To deliver safe, practical, and high-quality solar installation and maintenance training that helps trainees develop usable technical skills for service provision, apprenticeship pathways, and future income generation.

Key Responsibilities

Training Delivery

·      Prepare and deliver structured solar PV sessions according to the approved training plan and calendar.

·      Use demonstrations, practical exercises, guided installation practice, and troubleshooting examples suited to trainees’ learning levels.

·      Ensure sessions are disciplined, well-organized, and properly documented through attendance and session records.

·      Promote active participation, confidence-building, and safe technical practice.

Technical Content and Practical Skills

·      Teach the basics of solar energy, system components, basic wiring, installation procedures, routine maintenance, and simple troubleshooting.

·      Teach correct and safe use of tools, testing devices, mounting materials, and installation accessories.

·      Orient trainees on occupational health and safety (OHS), electrical safety, and safe behaviour during practical work.

·      Promote service-oriented skills, basic customer handling, and practical work habits relevant to local market opportunities.

Training Planning and Equipment Coordination

·      Prepare session plans, practical task plans, and equipment/material requirements in advance.

·      Coordinate with the project team on tools, consumables, safety materials, and centre readiness needs.

·      Support adaptation of the training approach when field realities or supply constraints affect delivery.

Trainee Support, Monitoring, and Coordination

·      Maintain attendance and immediately inform the project team about absenteeism, dropout risks, or protection concerns.

·      Support trainees during practical tasks and provide corrective guidance in a respectful and constructive manner.

·      Participate in skills checks, trainee feedback collection, and apprenticeship-readiness follow-up as required.

·      Coordinate with Community Mobilizers and project staff to support attendance, retention, and practical preparedness.

Reporting and Documentation

·      Submit attendance sheets, session plans, progress notes, and required technical updates on time.

·      Contribute to monthly reports, monitoring visits, and technical review processes.

·      Immediately report serious issues affecting safety, training quality, equipment use, or materials.

Job Requirements

 

Qualifications

  • Bachelor’s degree in Electrical Engineering, Solar Photovoltaic or related field.

·        At least 2–3 years of relevant practical and/or instructional experience in solar systems, electrical installation, maintenance, or similar technical work.

·        Previous experience as a trainer, technician, instructor, or field practitioner in NGO, TVET, or private sector settings is an advantage.

·        Ability to explain technical content in a simple, practical way to trainees with mixed educational backgrounds.

·        Good communication skills in local languages; basic English is an advantage.

·        For female centres or female trainees where applicable, staffing arrangements should follow project and community requirements.

 Technical Knowledge

                 Familiarity with food testing procedures and basic laboratory interpretation.

                 Knowledge of cold chain management for perishable foods.

                 Ability to evaluate cooking processes for nutrient retention and meal quality.

Gender and Inclusion Considerations

·      Training delivery and staff conduct must respect the realities of male and female learning groups and the agreed centre arrangements.

·      Female trainees must be supported through respectful, culturally appropriate, and confidence-building approaches, especially in women’s centres.

·      The post holder must take into account the needs of returnees, vulnerable youth, persons with disabilities, and participants who need extra encouragement or practical support.

·      Any discriminatory, humiliating, exploitative, or abusive behaviour is strictly prohibited.

 

Safeguarding, PSEA, and Code of Conduct

·      The post holder must fully comply with ARWEO safeguarding policies, child protection requirements, PSEA standards, anti-harassment rules, and the organizational code of conduct.

·      Any concern, complaint, or incident arising in the training environment must be reported through approved channels without delay.

·      The post holder must maintain professional boundaries with trainees, colleagues, and community members at all times.

·      Confidentiality of participant information and responsible handling of records must be maintained.

Performance Expectations

·      Regular, timely, and quality delivery of solar sessions.

·      Safe management of practical exercises and equipment use.

·      Proper management of session plans, attendance records, and training documentation.

·      Professional conduct and compliance with project procedures and safeguarding requirements.

·      Visible practical progress among trainees in the solar trade area.

Other Conditions

The role may require travel to training centres and district locations, flexible scheduling in line with training calendars, and support for related technical tasks reasonably connected to the post. ARWEO may adjust detailed assignments within the overall scope of this TOR in response to project needs and contextual realities.
