WORLD is a non-government, non-political and non-profit development organization that is established by a group of young and energetic people who were highly motivated and committed for contributing their time, skills and energies for the development and empowerment of socially disadvantaged and vulnerable communities in Afghanistan to address poverty and gender based discriminations.
WORLD currently works across all 15 provinces of Afghanistan including Ghor, Nangarhar, Kunar, Laghman, Nuristan, Khost, Paktya, Kunduz, Mazar, Kapisa and Parwan, particularly research, health emergency, Gender-Based Violence and other public health activities. Our existing donors included UN-agencies, Embassies and Government bodies.
WORLD believes that networking, collective efforts, sharing of knowledge, resources and information is a key to the success as for addressing the developmental issues and challenges. Keeping this critical fact in mind; the organization always tries to join all such forums and networks that directly link to its mission and objectives. WORLD could also be labeled as an implementing organization which aims to designs and implements various developmental projects with the financial and technical support of international donor agencies and the government
Job Description
Job Purpose
The Operations Manager provides strategic and operational leadership to ensure efficient, compliant, and high-quality delivery of organizational activities. The role is responsible for optimizing systems, strengthening internal controls, and ensuring that all operational functions (HR, procurement, logistics, administration, and finance support) are aligned with organizational goals and donor requirements.
Key Responsibilities
1. Strategic Leadership & Planning
- Lead the development and execution of operational strategies aligned with organizational objectives
- Translate strategic plans into actionable operational frameworks
- Drive continuous improvement initiatives to enhance efficiency and service delivery
- Advise senior management on operational risks and solutions
2. Operations & Systems Management
- Oversee and integrate all operational departments, including HR, Logistics, Procurement, and Administration
- Establish, review, and enforce Standard Operating Procedures (SOPs)
- Ensure strong internal controls and accountability mechanisms
- Optimize resource allocation and operational workflows
3. Compliance & Risk Management
- Ensure full compliance with organizational policies, donor regulations, and national laws
- Lead internal audits, risk assessments, and corrective action plans
- Mitigate operational risks and ensure business continuity planning
4. Financial & Budget Oversight
- Support budgeting, forecasting, and cost control processes
- Monitor operational expenditures and ensure cost-efficiency
- Collaborate with finance teams to ensure transparent and accurate financial reporting
5. Team Leadership & Capacity Building
- Lead, mentor, and supervise operational teams
- Strengthen staff capacity through training and performance management
- Foster a culture of accountability, integrity, and high performance
6. Coordination & Stakeholder Engagement
- Coordinate with program teams to ensure operational support for project implementation
- Liaise with donors, partners, vendors, and government stakeholders when required
- Represent operations in senior management meetings
7. Reporting & Performance Management
- Develop and track Key Performance Indicators (KPIs) for operations
- Prepare high-level operational reports for senior leadership
- Use data-driven insights to improve operational performance
Job Requirements
- Bachelor’s degree in Business Administration, Management, or related field (Master’s degree preferred)
- Minimum 5–8 years of progressive experience in operations management (NGO/humanitarian sector highly preferred)
- Proven experience managing multi-functional teams and complex operations
- Strong knowledge of donor compliance (e.g., UN, USAID, World Bank standards is an advantage)
- Advanced skills in MS Office and operational systems

The Operations Manager plays a critical role in ensuring that the organization delivers programs effectively while maintaining the highest standards of compliance, transparency, and operational excellence.
PESA
PESA is a system or approach designed to improve security management, accountability, and operational efficiency within organizations—particularly NGOs and health or community programs.
Key Points:

In many projects, PESA is used to strengthen risk management and reporting systems, especially in challenging environments.
Safeguarding Information means protecting people—especially children and vulnerable adults—from harm, abuse, neglect, and exploitation. It is commonly used in organizations like NGOs, schools, hospitals, and community programs.
