Job Description
The HMIS Master Trainer will design and deliver focused training on Health Management Information Systems (HMIS) for healthcare providers and facility in charges. The training will aim to strengthen participants’ capacity to accurately collect, record, analyses, and report health data in line with national HMIS guidelines and standards set (DHIS2) by the Ministry of Public Health Afghanistan (MoPH). The trainer will ensure participants gain practical skills in data management, data quality assurance, reporting, and use of data for decision-making at both facility and community levels.
Summary of Key Functions
The incumbent of the position is responsible for:
- Deliver structured, participatory, and competency-based HMIS training sessions using approved national tools and reporting formats.
- Data collection, registration processes, and use of standard HMIS registers, tally sheets, and reporting forms.
- Data entry and validation procedures.
- Understanding HMIS structure, indicators, and reporting flow.
- Accurate recording and reporting of routine health service data.
- Data verification, validation techniques, basic data analysis, and interpretation (trends, coverage, performance indicators).
- Strengthening participants’ skills in identifying and correcting common data errors.
- Facilitate hands-on exercises, case studies, and group work on real or simulated data sets.
- Guide participants on integration of HMIS with program areas such as RMNCAH, nutrition, EPI, and disease surveillance.
- Conduct pre- and post-training assessments to evaluate knowledge and skill acquisition.
- Ensure adherence to training schedules, methodologies, and quality standards.
- Prepare and submit comprehensive technical training reports to the Training Supervisor following each training session.

Job Requirements
Education:
- Bachelor’s degree in medicine, public health, Health Information Management, Statistics, Epidemiology, or a related field.
- Certification in HMIS or M&E Training-of-Trainers (ToT) preferred.
Work Experience:
- Proven experience in HMIS, health data management, or monitoring and evaluation (M&E).
- Experience with national HMIS tools and reporting systems in Afghanistan.
- Demonstrated experience in facilitating training for healthcare workers or data staff.
Skills and Experience:
Skills:
- Excellent communication and presentation skills.
- Ability to engage and motivate adult learners in a classroom setting.
- Strong organizational skills to manage training sessions effectively.
Ability to provide constructive feedback and guidance to participants
Languages Skills:
- Fluency in spoken and written Dari and Pashtu is a requirement. English Language skills are a plus point.
