About Afghan Youth Education & Health Organization

Afghan Youth Education and Health Organization known as (AYEHO) is an independent, non- profitable, nonpartisan and non-governmental organization registered with the Ministry of Economy, Government of Afghanistan. AYEHO provides support to youth and children who work on the streets, orphans, and children in conflict with law, children with disabilities and their families in Afghanistan.

AYEHO established in 2018, headquartered in Kabul with two provincial offices and properly structured and active business and operational set ups in all 34 provinces of the country, has arguably served the most marginalized and vulnerable children, youth and families in the most disadvantaged and remote areas of the country. Besides this AYEHO is well-known and established Afghan NGO in delivering professional and technical assistance and training and development services to targeted audience in Afghanistan, at central, provincial and district levels, in all the leading development and governance sectors of the country.

AYEHO has been working for community empowerment at the grassroots level for many years. The emergence of AYEHO was based on the goals of securing the rights of most deprived and vulnerable communities through promotion of child rights and women rights. Enhancing access to basic health services, quality primary education and socioeconomic development facilities are among the integral parts of AYEHO. Based on these goals, the AYEHO mission is to empower and improve the quality of life of marginalized and vulnerable communities in less developed parts of the country. This mission is to be accomplished by launching sustainable and replicable projects as well as building partnerships. By utilizing valuable skills and resources such as participatory research, development, knowledge management, and advocacy, that will tangibly bring about change into the lives of women and children.

Job Description

Job Summary

The Gender and PSEA Officer is responsible for leading all gender mainstreaming, PSEA prevention and response, and GRM coordination activities for the UNICEF CBS project. This includes:

  • Ensuring the project meets its gender responsiveness commitments (female teachers, 50% female SMS members, community engagement with fathers/religious leaders)
  • Serving as the GRM Focal Point and following all the complaints through established GRM mechanism and reporting to the donor.
  • Leading PSEA prevention and response, including staff training, incident investigation, survivor support, and monthly reporting to UNICEF
  • Conducting gender analysis and producing disaggregated data reports
  • Building capacity of staff, teachers, and communities on gender equality, safeguarding, child protection, ESS, and GBV and PSEA

Duties and Responsibilities

  • Serve as the primary GRM Focal Point to track all complaints received via established channels and in-person channels.
  • Develop and implement PSEA policies and procedures; conduct investigations into SEA allegations; ensure victim-centered survivor support and report all SEA incidents to UNICEF within 24 hours.
  • Ensure the project delivers on donor gender commitments: prioritize female teacher recruitment, achieve 50% female representation on CBS Management Committees, and ensure gender-segregated facilities in all 30 new CBSs.
  • Deliver mandatory PSEA and gender orientation for all project staff, teachers, and SMS members; conduct community awareness sessions on reporting mechanisms, staff conduct expectations, and child safeguarding.
  • Maintain confidential GRM database with disaggregated data
  • Prepare and submit monthly PSEA and GRM reports to UNICEF including: number of complaints, channel, province, and gender; resolution status; PSEA cases disaggregated separately; actions taken.
  • Lead dedicated community mobilization sessions with parents, religious leaders, and male elders to address cultural barriers to girls' education
  • Conduct gender analyses to identify barriers to girls' enrollment and retention; monitor girls' attendance trends; provide recommendations to management for adaptive programming
  • Ensure all staff and teachers have signed the Code of Conduct, PSEA declaration, and Child Safeguarding Policy
  • Represent AYEHO at provincial/national protection cluster meetings, PSEA network meetings, and GBV sub-clusters; coordinate referral pathways with external service providers.
  • Perform any other tasks assigned by the Program Manager consistent with gender, PSEA, and GRM for the UNICEF CBS project.

Job Requirements

  • University degree in Gender Studies, Social Sciences, Law, Psychology, Social Work, or a related field. Master's degree preferred.
  • Minimum 3 years of relevant experience in gender mainstreaming, PSEA, GBV prevention and response, or safeguarding roles with an NGO/INGO, UN agency, or humanitarian organization.
  • Demonstrated knowledge of PSEA principles, victim-centered approach, SEA investigation procedures, and survivor referral pathways.
  • Experience managing complaint and feedback mechanisms (GRM) in humanitarian or development settings.
  • Proven ability to design and deliver participatory training on PSEA, gender, and safeguarding for diverse audiences (staff, teachers, community members).
  • Fluent in English (required for donor reporting). Fluent in Dari and/or Pashto (required for community engagement and training).
  • Proficiency in MS Office (Word, Excel, PowerPoint) for reporting and data management.
  • Must sign and adhere to AYEHO Code of Conduct, Child Safeguarding Policy, and PSEA Declaration.
  • Willingness to travel to Paktika and Daikundi provinces for training, monitoring, and incident response as needed.
