About Shining Star Educational Organization of Afghanistan

Shining Star Educational Organization of Afghanistan (SSEOA) is a non-profit, non-governmental, and non-political organization registered with the Ministry of Economy of Afghanistan, with Registration Number 4388 dated February 18, 2018. SSEOA works in the fields of education, health, and livelihood in the remote regions of Afghanistan. SSEOA envisions creating educational opportunities for girls and women to grow, thrive, and prosper. The team is spearheaded by an Executive Body comprising of the Executive Director, Deputy Director, Program Director, Finance Manager, and Program Manager, each bringing a wealth of experience and expertise to the table. At the helm of strategic governance stands SSEOA's Board of Directors, comprising five distinguished members renowned for their extensive experience working with the government and NGO sector.

Job Description

The Liaison and Security Focal Point will be responsible for ensuring effective coordination with local authorities, community stakeholders, and security actors, as well as supporting the safety and security of project staff, assets, and operations under the School Feeding Project in Nuristan province. The role ensures smooth access to project areas, timely communication of security information, and proactive risk management to support uninterrupted project implementation.

Key Responsibilities: 

 

Liaison & Coordination

• Maintain strong working relationships with local authorities, district officials, community leaders, and relevant stakeholders.
• Facilitate access and operational clearance for project activities in all target districts.
• Represent the organization in coordination meetings related to access and security when required.
• Support communication between field teams and local stakeholders to ensure smooth implementation.

Security Monitoring & Risk Management

• Monitor the security situation in project areas and provide regular updates to management.
• Identify potential security risks and inform the Project Manager in a timely manner.
• Develop and maintain local security information networks.
• Support preparation and implementation of security risk mitigation measures.

Staff Safety & Incident Management

• Ensure safety and security of staff during field movements and project activities.
• Support safe travel planning and movement tracking of field teams.
• Respond promptly to security incidents and coordinate with relevant authorities if required.
• Prepare incident reports and share with senior management.

Access Negotiation & Support

• Support negotiation of humanitarian access in hard-to-reach or sensitive areas.
• Facilitate acceptance of project activities within communities.
• Assist in resolving local-level conflicts or misunderstandings affecting project implementation.

Reporting & Documentation

• Prepare regular security updates and situation reports.
• Maintain records of security incidents and access-related issues.
• Provide timely briefings to Project Manager and senior management.

Compliance & Safeguarding

• Ensure all security practices comply with organizational policies and humanitarian principles.
• Uphold neutrality, impartiality, and professionalism at all times.
• Ensure safeguarding, child protection, and PSEA principles are respected in all interactions.
• Report any misconduct or serious security concerns immediately.

Job Requirements

  • Bachelor’s degree in Social Sciences, Security Studies, Public Administration, or related field (preferred).
  • Minimum 3–5 years of experience in security management, liaison roles, or humanitarian field operations.
  •  Experience working with NGOs or international organizations is required.
  • Strong experience in community engagement and access negotiation is highly preferred.
  • Familiarity with security context of Nuristan province is a strong asset.
  • Strong communication, negotiation, and interpersonal skills.
  •  Good understanding of security risk management in humanitarian settings.
  • Ability to build trust with communities and local authorities.
  • Strong analytical and reporting skills.
  •  Ability to work under pressure and in high-risk environments.
  • Problem-solving and conflict resolution skills.
  • High level of integrity and professionalism
