International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through healthcare training and relief and development programs.

IMC’s basic package of essential health care encompasses high impact primary health care services, Water Sanitation and Hygiene as well as key nutrition, food security and protection interventions. Through support of existing Ministry of Health (MoH) health facilities, training of medical staff, and operation of mobile medical units (MMU), IMC offers curative and preventive consultations, maternal and child health (MCH) care, reproductive health services including skilled birth attendance, family planning (FP), syndromic management of sexually transmitted infections (STIs) and services of the Minimum Initial Services Package (MISP) for Reproductive Health (ie. clinical management of rape, HIV prevention, hygienic delivery, emergency obstetric and neonatal care (EmONC)), therapeutic and supplementary nutrition services linked to comprehensive food security activities, gender-based violence (GBV) prevention and response, and mental health support. IMC also focuses on building the capacity of local community structures, such as village health committees (VHCs), community health workers (CHWs), and health centers management committees (COGEs). CHWs are trained and supported to conduct health education and hygiene promotion activities in their communities to encourage healthy practices and utilization of available health services, and the capability of VHCs and COGES to supervise and manage health facility operations for the benefit of in their communities is enhanced. The aim of IMC’s work is to strengthen local social services and develop capacity for greater community resilience, while maintaining flexibility and the ability to respond to the continuing instability and accompanying increasing humanitarian needs in the country.

Job Description

Job Purpose:

The role of the HMIS/M&E Assistant is to implement the HMIS/M&E work plan and contribute to achieving and improving the quality of the program/project. The HMIS/M&E Assistant will provide the support by collecting and managing the program's/project's output and outcome data. The HMIS/M&E Assistant also plays an important role in data analysis and carrying out MEAL activities in the field. HMIS/M&E Assistant will provide support to the program’s MEL function in the field through working closely with the field staff to ensure the quality of the program/project. The role holder will also work on ensuring that Community-Based Feedback and Response Mechanisms (CBRFMs) are in place.

Main Responsibilities:

  1. IMC’s policies, guidelines, and procedures
  • Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within IMC and amongst its beneficiaries.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors.
  1. M&E/HMIS system
  • Use data collection tools to gather qualitative and quantitative data at different levels (facility and community).
  • Support M&E/HMIS department in development of databases for all programs by using available technologies.
  • Implement the basic monitoring and evaluation concepts and system in accordance with the purpose of MEAL activities.
  • Implement field level M&E/HMIS activities according to the M&E/HMIS work plan and support M&E/HMIS activities, such as physical verification of assets, post distribution monitoring, data quality audits, surveys/assessments, etc.
  • Ensure data entry using an electronic database.
  • Keep update the databases such DHIS 2, report Hub, HIRAM etc.
  1. Data quality management
  • Conduct on-site routine data quality audits at facility and community levels adhering to data quality audit guidelines.
  1. Sampling
  • Apply the concept of random sampling, systematic sampling or appropriate household’s selection method following instructions/guidelines of a manager.
  • Apply the method ‘spin-the-bottle’ used for selection of households in population-based surveys.

    5. Qualitative and quantitative techniques

Conduct qualitative data collection activities and review data 

  • from the field for deficiencies or errors, correct any incompatibilities if possible.
  • Regularly perform data cleaning and data integrity and ensure data quality.
  • Perform data entry using a statistical software, under guidance and supervision.
  1. Mobile and manual data collection
  • Understand the purpose, advantages, and disadvantages of mobile data collection techniques.
  • Collect data using smart phones/tablets.
  1. Techniques for presenting information
  • Apply and use basic data visualization skills (use of tables and graphs to represent data and information) for data presentation.
  1. Knowledge Management and Learning
  • Promote internal learning by sharing timely feedback from and to the field.
  • Process basic data visualization using tables and graphs to represent data and information.
  • Support the program/project in documenting the lessons learned.

  • Promotes and encourages a culture of compliance and ethics throughout the International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

Job Requirements

Qualifications:

Medical Doctor, bachelor in Nurse or Public Health, any other medical related degree.

Experience:

  • Minimum 03 years of

Competency :

  • Understand key concepts and commitments regarding accountability to affected populations (AAP), including IASC, CAAP, CHS, and Sphere Humanitarian Charter.
  • Knowledge of data pitfalls, issues, and strategies for assessing the quality of collected data.
  • Knowledge of commonly used probability and purposive sampling techniques and different methods of qualitative and quantitative data collection and analysis.
  • Knowledge of descriptive univariate and bivariate data analysis using Excel Pivot tables.
  • Knowledge of indicators and their measurement in the different sectors of relevance.

Understand the concept of participatory, monitoring, evaluation, accountability, learning, and needs assessment.

Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.

  • Understand the fundamental principles of evaluation (concepts, purposes, and types of evaluations, contribution versus attribution, and counterfactual).
  • Strong training facilitator/presentation skills.
