Job Description

POSITION OBJECTIVE
The Monitoring and Evaluation (M&E) Trainer and Specialist will support the implementation of the monitoring and evaluation system for the Community-Led Disaster Risk Management Project funded by the Asian Development Bank (ADB). The role will be embedded within the Project Implementation Unit (PIU) and will contribute to strengthening routine monitoring systems, ensuring high-quality data collection and analysis, and supporting evidence-based reporting and learning across project activities.
The M&E Trainer and Specialist will support the PIU Head in overseeing monitoring and evaluation across the entire project, including areas implemented by AKF and implementing partners. The position will contribute to aggregation, analysis, and reporting of project performance data to ensure alignment with the project Design and Monitoring Framework (DMF) and donor reporting requirements.
The M&E Trainer and Specialist will work closely with the AKF MERL team, and the Third-Party Monitoring (TPM) provider hired by ADB to ensure coherent monitoring systems, credible performance evidence, and consistent project performance narratives. The role will also support monitoring of project outputs related to community resilience, disaster preparedness, and women’s livelihood opportunities.

JOB DUTIES AND RESPONSIBILITIES
Technical
•    Support the implementation and operationalisation of the project monitoring and evaluation plan and framework aligned with the DMF.
•    Support the PIU Manager and work closely with AKF MERL team in establishing and maintaining the project monitoring system, including indicators, reporting tools, and data collection procedures.
•    Coordinate routine monitoring data collection from field teams, implementing partners, and project staff.
•    Maintain project monitoring databases portal in Integrated Data Management System (IDMS) and ensure timely compilation of monitoring data from different project locations, and inputing to quarterly, six monthly and annual reports.
•    Ensure monitoring data is collected and reported in a consistent format and disaggregated by gender, age, and other relevant variables.
•    Conduct periodic data quality checks and support data quality assurance processes across project monitoring systems.
•    Support field monitoring visits to verify implementation of project activities and progress against planned outputs and activities description.
•    Contribute to monitoring activities related to community resilience interventions, disaster preparedness initiatives, and livelihood activities supported under the project.
•    Support analysis of monitoring data to identify trends, progress, and implementation challenges. Particularly track the activities progress against its timeline, and budget using the activity tracker and traffic light reporting. 
•    Work with AKF’s MERL team to develop monitoring dashboards, summaries, and analytical outputs in IDMS and to support project management decision-making.
•    Support documentation of lessons learned and good practices emerging from project implementation by sharing learning at AKF’s and IPs national and regional level.
•    Provide technical support to field teams and implementing partners on monitoring tools, reporting procedures, and data management.
•    Contribute and lead the progress reporting presentation during ADB’s review mission, and any other sessions with partners and stakeholders.
Reporting
•    Support preparation of project monitoring reports, including inputs to semi-annual and annual project progress reports.
•    Assist the PIU Manager in aggregating monitoring data and preparing project performance summaries for internal and donor reporting.
•    Support preparation of analytical briefs, dashboards, and monitoring updates that inform project management and adaptive programming.
•    Contribute to the preparation of project completion documentation and learning products.
Coordination
•    Support coordination between the PIU, field teams, implementing partners, and the AKF MERL team on monitoring and reporting processes.
•    Coordinate with the Third-Party Monitoring (TPM) provider contracted by ADB to facilitate monitoring missions and verification of project activities.
•    Provide relevant monitoring data, reports, and documentation to support TPM verification processes.
•    Assist in responding to monitoring findings and recommendations provided by TPM and project management.
•    Support coordination of monitoring activities and information sharing among project teams and stakeholders.

•    To carry out the responsibilities of the role in a way which reflects AKF (Afg)’s commitment to protecting children, vulnerable groups, disabled rights in accordance with the Child Safeguarding Policy and other relevant policies.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    Participate in internal review and reflection meetings related to project implementation and monitoring results.
•    Attend coordination meetings with project teams, implementing partners, donors, and other stakeholders as required.
•    Support special studies, surveys, or assessments related to project performance when requested.
•    Perform other relevant duties assigned by the supervisor.
DECISION-MAKING & AUTHORITY
Management and supervision
•    Support the PIU team in monitoring project implementation and ensuring effective coordination with field teams and implementing partners.
•    Contribute to strengthening collaboration between the PIU, AKF MERL unit, and implementing partners.
•    Provide regular feedback on M&E related activities. 
•    Update team members for any special task and support.
•    Ensuring that consultation with staff, beneficiaries and patterns is a key element of AKF’s work.
Technical
•    Provide technical inputs related to monitoring systems, data analysis, and reporting.
•    Contribute to strengthening the use of monitoring data for project management and learning.
•    Support verification and documentation of project outputs and results.

Job Requirements

JOB SPECIFICATION
•    Master's degree with 05 years or bachelor’s degree with 07 years of relevant experience in social science or Economy.
•    Proficiency in Microsoft Office (Word, Excel, PowerPoint and Access).
•    Experience working in internal development sectors and project MERL activities.  
•    Experience of database management.
