Organization Background
Organization for Promotion of Health & Community Development (OPHCD) is a nongovernmental, non-political and independent organization. OPHCD has been established in 2017 and registered with the NGOs Department of the Ministry of Economy of the with license # 4160 as well as registered with the Ministry of Public Health of the Government of Islamic Republic of Afghanistan with the registration #1316. In addition, the organization has membership of Afghanistan National Health cluster, Afghanistan National Nutrition Cluster and ACBAR. OPHCD, as a non-governmental organization striving for well-being of the people through promotion of health, education, WASH, protection and human right, economic stability and sustainable development of the communities with focus on the women and children, drugs users, IDPs and other marginalized group of the society with an equitable manner.
The Integrated Social and Behaviour Change (SBC) Program aims to improve outcomes across Health, Immunization, Nutrition, Education, WASH, and Child Protection sectors by addressing behavioral barriers, strengthening community engagement, and promoting positive practices.
The Provincial SBC Supervisor plays a critical role in ensuring effective coordination, supervision, monitoring, and operational support of SBC interventions at provincial level, ensuring quality implementation and accountability.
Job Description
Main duties and responsibilities:
Under the direct supervision of Project Manager, The Provincial SBC Supervisor is responsible for overall provincial-level coordination, supervision, monitoring, and technical support of SBC activities across multiple sectors including Health, Immunization, Nutrition, Education, WASH, and Child Protection. The role ensures effective implementation, timely reporting, field-level problem solving, and logistical support to the field level SBC teams.
- Coordinate SBC interventions with provincial authorities, line departments, implementing partners, and community stakeholders.
- Represent the SBC program in provincial coordination meetings.
- Ensure alignment of SBC activities with sectoral priorities and national strategies.
- Provide regular supportive supervision to field level SBC and social mobilization teams.
- Conduct field monitoring visits to ensure quality implementation of activities.
- Review and validate field reports and performance data.
- Provide on-the-job coaching and mentorship to field teams.
- Ensure adherence to organizational policies, safeguarding, and accountability standards.
- Develop and oversee provincial SBC workplans and activity schedules.
- Consolidate weekly and monthly reports from teams.
- Share regular progress updates with the project manager and relevant stakeholders.
- Strengthen communication strategies to address community concerns and misinformation.
- Facilitate engagement with community leaders, religious leaders, teachers, and influencers.
- Identify operational challenges affecting SBC implementation.
- Provide timely solutions to field constraints (security, access, community resistance).
- Escalate critical issues to senior management when necessary.
- Ensure timely distribution of IEC materials and supplies to SBC teams.
Job Requirements
Qualifications:
- Education
- MD (Exit Exam is must).
B. Experience
- Minimum 5 years of progressive experience in Health, Nutrition, EPI, WASH projects.
- 1 year of experience in SBC and community engagement.
- Demonstrated experience managing provincial program.
C. Other skills required:
- Efficiency, result-oriented and community level working capabilities;
- Capacity to perform effectively under pressure and harsh conditions;
- Ability to handle confidential and politically sensitive issues in a responsible and mature manner;
- Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;

- Good analytical, reporting, and communication skills;
- Ability to work in challenging and remote environments;
