Job Description

The Monitoring and Evaluation (M&E) Officer will support the effective implementation of the Education Workforce Skills Programme in Logar and Maidan Wardak by leading project monitoring, data collection, verification, analysis, and reporting. The position will work closely with training centers, educational authorities, project staff, primary schools, and private learning centers to track results, strengthen data quality, support evidence-based decision-making, and ensure accurate reporting on programme performance.

Roles & Responsibilities

1- M&E Planning and System Development:

  • Develop and maintain the project M&E plan, indicator tracking matrix, reporting tools, and data collection templates in line with programme objectives and donor requirements.
  • Establish practical systems to track enrolment, attendance, completion, internship participation.

2- Data Collection and Monitoring:

  • Collect, verify, and consolidate programme data from training centers, supervised internships, primary schools, and private learning centers.
  • Conduct routine field monitoring visits to assess training delivery, beneficiary participation, classroom practice, and the quality of internship placements.

3- Data Analysis and Reporting:

  • Analyze quantitative and qualitative data to measure progress against project indicators, identify trends, and support evidence-based decision-making.
  • Prepare regular internal and external reports, dashboards, and progress updates highlighting achievements, challenges, lessons learned, and recommendations.

4- Database and Information Management:

  • Maintain accurate and up-to-date project databases, beneficiary records, attendance sheets, assessment results, and internship tracking files.
  • Ensure data quality, confidentiality, and secure storage of programme information in accordance with organizational standards and ethical data handling practices.

5- Feedback and Accountability Support:

  • Support the establishment and management of accessible feedback and complaint mechanisms for beneficiaries, community representatives, and partner institutions.
  • Document, track, and follow up on feedback received to strengthen programme accountability, responsiveness, and beneficiary satisfaction.

6- Capacity Building and Learning:

  • Train project staff, facilitators, and relevant stakeholders on data collection tools, reporting requirements, monitoring procedures, and data quality standards.
  • Facilitate learning reviews and reflection sessions to capture good practices, implementation challenges, and recommendations for programme improvement.

7- Coordination and Compliance:

  • Coordinate with community representatives, training centers, schools, and private learning centers to support transparent monitoring and reporting processes.
  • Ensure compliance with donor requirements, organizational M&E standards, safeguarding principles, and relevant data protection procedures.

Job Requirements

  • Bachelor's degree in Education, Statistics, Social Sciences, Development Studies, Economics, or another relevant field.
  • Minimum 3 years of proven experience in monitoring, evaluation, data management, analysis, and reporting.
  • Proficiency in Microsoft Excel and data collection or database tools such as Kobo, ODK, or similar platforms.
  • Strong understanding of indicator tracking, data quality assurance, and results-based reporting in development or education programmes.
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong communication, coordination, and training skills.
  • Familiarity with safeguarding, feedback mechanisms, and data protection principles.
  • Experience working with NGOs, youth skills programmes, or education projects is highly desirable.

Language Requirements:

  • Fluency in written and spoken Dari and Pashto is required; knowledge of English is an advantage.
