About Afghanistan Rehabilitation and Women Education Organization (ARWEO)

ARWEO is a nonprofit organization with a visionary focus on the rehabilitation and protection of vulnerable communities in Afghanistan. ARWEO has a strategic goal of assisting the lifesaving and immediate needs of the marginalized population including IDPs, refugees, and host communities in eastern, central, northern and central highlands regions. ARWEO has a history of 21 years implemented 86 projects with 65% of projects in Shelter, education, protection, food security, nutrition, and livelihoods. ARWEO is dedicated to transforming the lives of marginalized children including boys and girls, particularly those with immediate education, protection, and humanitarian needs, and those belonging to IDP, refugee, and host communities in the affected provinces of Afghanistan.

Job Description

Summary:

The Program Manager is responsible for Partnerships, Fundraising & Proposal Development, resource mobilization and strengthening partnerships with donors, government institutions. Responsible for planning, implementing, and monitoring programs and projects of the organization in accordance with organizational goals, donor requirements, and national regulations

Key Responsibilities

  • Lead the design, planning, and implementation of programs and projects.
  • Develop annual work plans, program strategies, and implementation schedules.
  • Ensure program activities are implemented according to approved proposals and donor guidelines.
  • Supervise program staff and ensure timely delivery of project outputs.
  • Ensure quality standards and accountability across all program activities.
  • Lead the development of project proposals, concept notes, and grant applications.
  • Coordinate with technical teams to develop logical frameworks, budgets, and implementation plans.
  • Ensure proposals align with donor priorities, government strategies, and organizational goals.
  • Review and edit proposals to ensure quality and compliance with donor requirements.
  • Identify and track funding opportunities from international donors, UN agencies, and development partners.
  • Develop and implement a resource mobilization strategy.
  • Support the organization in expanding its funding base and program portfolio.
  • Maintain a database of potential donors and funding opportunities.
  • Maintain strong working relationships with donors and development partners.
  • Coordinate proposal submissions and respond to donor inquiries.
  • Ensure timely preparation and submission of donor reports and program updates.
  • Represent the organization in donor meetings and coordination forums.
  • Maintain effective coordination with relevant government ministries, departments, and local authorities.
  • Represent the ARWEO in government coordination meetings, clusters, and technical working groups.
  • Strengthen partnerships with local NGOs, international organizations, and community stakeholders.
  • Ensure proper monitoring and evaluation systems are implemented.
  • Track program progress against objectives, targets, and indicators.
  • Use data and lessons learned to improve program performance and future proposals.
  • Work closely with the finance department to ensure compliance with financial policies and donor requirements.

Job Requirements

Qualifications

  • Master’s degree in Development Studies, Social Sciences, Public Administration, International Relations, or related field
  • Minimum 5–7 years of experience in program management, proposal development, or fundraising within national and international Organization.
  • Proven experience working with international donors and managing donor-funded projects.
  • Experience coordinating with government institutions and development partners.
