Organization Background
Organization for Promotion of Health & Community Development (OPHCD) is a nongovernmental, non-political and independent organization. OPHCD has been established in 2017 and registered with the NGOs Department of the Ministry of Economy of the with license # 4160 as well as registered with the Ministry of Public Health of the Government of Islamic Republic of Afghanistan with the registration #1316. In addition, the organization has membership of Afghanistan National Health cluster, Afghanistan National Nutrition Cluster and ACBAR. OPHCD, as a non-governmental organization striving for well-being of the people through promotion of health, education, WASH, protection and human right, economic stability and sustainable development of the communities with focus on the women and children, drugs users, IDPs and other marginalized group of the society with an equitable manner.
Job Description
Main duties and responsibilities:
The CBNP Provincial Project Manager is responsible for implementing and supervising the CBNP program at the provincial level in adherence with CBNP’s national protocols/guidelines and in collaboration with local partners. S/he is reportable to the Nutrition Program Manager/ Program Director of the organization and following are the main responsibility of the position:
- Plan and oversee implementation of the CBNP project at the province in a timely manner and ensure implementation within the agreed technical specification.
- Establish effective coordination and communication mechanism with all partners.
- Provide technical advice on the quality and specification of commodities to be procured for the program implementation.
- Assess the project activities and the effectiveness of interventions and their appropriateness in light of changing circumstances, requirements of the project and donor and propose program adaptations according to the changing environment and local context and customs.
- Develop CBNP staff capacity building and cascading plan, share the plan with the PND/CBNP department and national/regional trainers and train the relevant staff as required according to the CBNP guidelines.
- Conduct regular supportive supervision of the service delivery areas on regular basis to improve performance of relevant staff and field workers on CBNP goods distribution in relevant health facilities and CHWs in order to ensure CBNP project is implemented according to MOPH policies.
- Identifies weaknesses in activities related to CBNP implementation and provides feedback to the relevant staff.
- Attend joined monitoring visits with MoPH/PND, UNICEF and PPHD staff.
- Participate in CBNP coordination meetings with PND/MoPH, UNICEF and other stakeholder at the Central, Regional and Provincial level
- Collect and consolidate CBNP related data and maintain proper records of the Community based nutrition program (CBNP) and related documents
- Ensure availability of translated guideline and policies about Community based nutrition program (CBNP) for all HFs where the CBNP is implemented at the provincial level.
- Ensure that CBNP needed tools are provided to the target groups according to the CBNP strategy/SOP.
- Ensure that program targets (daily/monthly/quarterly) are achieved in the Province
- Develop project monthly, quarterly and annual action plan, supervision plan and prepare progress reports respectively.
- Ensures security incident report are prepared along with confirmation letter and submitted on-timely manner to OPHCD main office and UNICEF in the specific format.
- Maintaining continues communication with technical team members in project sites to identify and make decision to solve immediately any problem which interferes in implementation of CBNP for achieving the program objectives.
- Assist the Operation and Finance Department in Preparing logistical and disbursement plans for smooth implementation of the program.
- Develop and maintain working network and positive relations with all partners and other National and international institutions active in the province.
- Represent OPHCD in all the relevant meetings, official ceremonies, workshops and forums in the Province.
- Any Other task assign by the line supervisor.
Job Requirements
Qualifications:
- Education
- Medical Doctor with MD/equal Degree verified by the Ministry of Higher education.
- Experience
- At least 5 years’ progressive relevant experience in managing health care delivery programs particularly Primary Health Care/BPHS/ CBNP with NGO, UN agencies and government.
- At least one year past experience of CBNP project implementation in any province of Afghanistan, preferably south region.
- Strong interpersonal communications and leadership skills;
- Having community-level work experience and skills.
- Fluent English, Dari and Pashto with excellent speaking and writing skills;
- Proficient computing skills including word processing, spreadsheet design and PPT presentation.
Other skills required:
- Efficiency, result-oriented and excellent management capabilities;
- Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner;
- Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
Ability to use information technology effectively.
