About Tashabos Educational Organization (TEO)

Established in December 2010, the Tashabos Education Organization (TEO) is a Kabul-based, Afghan-led nonprofit and nongovernmental organization dedicated to empowering youth and women through education, entrepreneurship, and civic engagement. Officially registered with the Ministry of Economy, TEO equips high school students—particularly those in Grades 10–12—with practical knowledge and skills in entrepreneurship, market economics, leadership, responsible citizenship, and good governance.

TEO evolved from a successful initiative of the Center for International Private Enterprise and has received support from the National Endowment for Democracy. The organization operates across Kabul, Nangarhar, Parwan, and Bamyan provinces, working in close coordination with national institutions including the Ministry of Education, the former Ministry of Women's Affairs, the Ministry of Industry and Commerce, the Afghanistan Women Chamber of Commerce and Industries, and the Afghanistan Chamber of Commerce and Industries.

Certified by the Afghanistan Institute for Civil Society and a member of the Agency Coordinating Body for Afghan Relief and Development, TEO demonstrates strong governance and institutional sustainability. Job Descriptions:

Purpose of the Position

The MEAL/EMIS Officer is responsible for the implementation and strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and alignment with the Ministry of Education’s Education Management Information System (EMIS) for donor-funded education projects, including GPE-supported programs.

The role ensures systematic tracking of project performance, high-quality data management, effective accountability mechanisms, and evidence-based program improvements in line with donor requirements and national education standards.

Job Requirements:

Key Responsibilities

1. Monitoring & Evaluation (M&E)

  • Implement project-level MEAL frameworks in line with approved logframes and indicators.
  • Ensure accurate, timely, and high-quality data collection through regular field visits to supported education facilities.
  • Conduct routine monitoring of project activities and verify outputs and outcomes.
  • Support baseline, midline, endline surveys, and other assessments as required.
  • Ensure proper documentation, filing, and archiving of MEAL tools and datasets.
  • Monitor data quality through regular data verification and validation processes.
  • Develop monitoring reports with actionable recommendations for adaptive management.
  • Any other task given by the supervisor.

2. Accountability to Affected Populations (AAP) & Learning

  • Establish and maintain effective Complaint and Feedback Mechanisms (CFM).
  • Ensure beneficiaries, teachers, and communities can safely provide feedback.
  • Document, track, and follow up on complaints and feedback in coordination with field teams.
  • Promote safeguarding, gender-sensitive, and inclusive accountability systems.
  • Analyze feedback trends and support management in responding appropriately.
  • Facilitate learning sessions to ensure MEAL findings inform program improvement.

3. EMIS Coordination (Education Sector)

  • Ensure project data aligns with Ministry of Education EMIS standards and reporting requirements.
  • Support harmonization between internal project databases and national EMIS systems.
  • Coordinate with education authorities to ensure accurate and timely EMIS reporting.
  • Support capacity-building of field staff on EMIS indicators and reporting formats.

4. Data Analysis & Reporting

  • Analyze quantitative and qualitative data to assess progress against project objectives.
  • Produce monthly and quarterly MEAL reports.
  • Contribute to high-quality donor narrative reports (GPE/SCI).
  • Develop dashboards, graphs, and summaries to support evidence-based decision-making.
  • Prepare ad hoc analytical reports as requested.

5. Capacity Building

  • Train project staff and education facility personnel on data collection tools and data quality standards.
  • Provide ongoing mentorship to field teams on MEAL systems and reporting.
  • Support strengthening of MEAL capacity at provincial level.

Core Competencies

  • Strong understanding of MEAL systems and project cycle management.
  • Experience in data collection tools (KoBo Toolbox, ODK, or similar).
  • Strong analytical skills and ability to interpret data.
  • Proficiency in Microsoft Excel (advanced level preferred).
  • Knowledge of EMIS systems within the Afghan education sector.
  • Strong report-writing skills in English.
  • Fluency in Dari and Pashto.
  • Ability to travel frequently to field locations.
  • Ability to work under pressure in complex environments.
