About INTERSOS:

Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.

 

In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.

INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.

 

While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.

Job Descriptions:

Support Head of Programme (HoP) and Country Director (CD) on the management and implementation of MEAL processes, activities and tools throughout the project cycle and as per the MEAL plans, in order to guarantee the quality and relevance of the intervention.

Work closely with the HoP and CD to guarantee proper accountability and complaints management in the mission, as well as to foster a culture of learning and knowledge management.

Support the MEAL team to track the progress of programs, suggesting adjustments and assessing the outcomes, while promoting the use of this information to foster change within the organisation.

 

 

 

Duties and Responsibilities:

 

Tasks

Monitoring and Evaluation

  • Work in collaboration with the HoP in developing and reviewing the mission MEAL strategy, in accordance with INTERSOS standards.
  • Provide relevant inputs in the development of indicators and means of measurement in the project’s proposal design and planning phases (log frame, indicators definition, MEAL and Accountability Plans) ensuring that MEAL is an integral part of the project life cycle and that resources are included in proposal development.
  • Participate in the development, update and implementation of assessment and participatory monitoring and evaluation tools and processes. Facilitate accurate data collection and effective communication of monitoring information as per agreed objectives ensuring accountability to donors, clusters, and beneficiaries. Leads and supports the MEAL Officers on the timely implementation of the surveys (PDMs and other surveys/exercises, etc.) in the field locations as per the MEAL plans
  • Promote all aspects of the MEAL sector to support the creation of an organisational culture promoting quality programming and ensuring the MEAL system is understood and supported at mission level. Respect and promote INTERSOS policies and report to  the CD any policies non-compliance situation amongst the teams or partners.
  • Train the MEAL Officers on the proper use of monitoring tools and support them in the data analysis.
  • As requested, attend and contribute to the program team meetings to follow-up on program implementation and adapt MEAL activities accordingly. 
  • Conduct regular technical support field visits to project sites to support the MEAL Officers and projects teams in monitoring ongoing programmes.
  • Ensure that the MEAL tools and files are properly archived, secured and easily accessible as per the mission’s related standard procedures.
  • In collaboration with the HQ MEAL Advisor, develop learning tools and promote learning workshops and exercises with Programmes, Technical Units and MEAL team
  • Participate in MEAL training and workshops , and ensure INTERSOS representation and contribution to external MEAL-related working groups (within Consortiums, clusters, etc.).

Data management

  • Revise and approve the projects DB produced by the MEAL Officers at the beginning of each project, while assuring that the same is in line with HMIS data collection set up.
  • Support HMIS officers and program team in creation of data collection tools, when needed, and in the analysis and systematic collection of data for the projects.
  • Ensure regular updates of the projects’ indicators, and develop and improve dashboards as requested by the CD, HoP, and HQ MEAL Advisor, Technical Coordinators and the Programmes team, in collaboration with the HMIS team.

Accountability

  • In collaboration with the rest of the MEAL team, ensure the strengthening and development of quality MEAL activities and effective and sustainable accountability mechanisms, including complaint and feedback mechanism for beneficiaries, stakeholders and donors. In coordination with the CD and HQ Internal Auditor develop, refine, follow-up, systematically analyse and provide feedback on the mission’s Complaint Feedback and Response Mechanism (CFRM).
  • Ensure respect of cross cutting themes (gender, vulnerable categories, data protection, etc.) across MEAL activities and that the community engagement is done in an appropriate and respectful manner, managing expectations and providing a transparent client-oriented service
  • In collaboration with other MEAL staff, ensure that all INTERSOS staff is regularly trained on AAP and the available CFRM.
  • Assist in conducting investigations related to complaints contributing to the production, recording, and storing of all relevant investigation documents, as needed.

Reporting

  • Provide regular quality reports on the progress of the MEAL activities to the HoP, the CD and to the HQ MEAL Advisor.
  • Support and review the reports drafted by the MEAL Officers formulating recommendations to improve the activities, and the follow-up of the recommendations.
  • Provide written field visits reports to the HoP and HQ MEAL Advisor.
  • Support the programme and the technical teams in the production of high-quality analysis reports to illustrate INTERSOS’ impact, including evidence of good practice and replicable programmes.

 

People management

  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation,  development) of the staff under his responsibility. Manage the MEAL staff, monitoring and supporting them.
  • Nurture team-work, collaboration, exchange and feedback within the MEAL team.
  • Identify training needs for the MEAL staff, and for other key colleagues on the MEAL system, activities and tools. Promote the use of learning systems and events in coordination with the HoP, the HQ MEAL Advisor.

Ensure the constant update of the MEAL team activities’ plan, in collaboration with the HoP, capturing the relevant changes due to project’s and donors requirements and work plans

Job Requirements:

  • University Degree: in Statistics, Information management, Social Science, Demography, Social studies or any related field
  • Minimum five years’ proven MEAL experience
  • Desirable previous experience with NGOs in developing/emergency settings.
  • Capacity to comprehend and demonstrate the impact of humanitarian interventions Proven experience in developing and conducting quantitative and qualitative surveys
  • Information Management Systems expertise (knowledge and previous experience in the use of data collection, data management tools and statistical analysis)
  • Good level of computer literacy (Microsoft Office and Google apps, proven skills in Microsoft excel and Google sheets functions).
  • Desirable experience in managing and reporting on CFRMs.
  • Professional English, plus Pashto and/or Dari languages are essential.
  • Ability to manage, analyse and summarise complex amounts of data, and report them to diverse audiences.
