Job Descriptions:

The Finance Officer is responsible for supporting the financial management and accounting functions of OSSHD to ensure transparency, accountability, and compliance with organizational policies, donor regulations, and national financial laws. The position plays a key role in maintaining accurate financial records, preparing reports, and supporting the efficient implementation of project activities.

  1. Financial Management and Accounting
  • Maintain accurate financial records, including vouchers, ledgers, and supporting documentation.
  • Process payments, ensuring proper authorization and supporting documents.
  • Prepare and review payment vouchers, journal entries, and cash/bank transactions.
  • Record daily financial transactions in the accounting system.
  • Maintain petty cash and conduct regular cash counts.

B. Budget Monitoring and Control

  • Monitor project expenditures against approved budgets.
  • Support budget preparation and revisions in coordination with program teams.
  • Identify and report any budget variances to the Finance Manager.
  • Ensure expenditures are allowable and compliant with donor guidelines.

C. Banking and Cash Management

  • Prepare bank reconciliation statements on a monthly basis.
  • Manage cash withdrawals and deposits in coordination with authorized signatories.
  • Ensure proper cash flow management for project activities.

D. Financial Reporting

  • Prepare monthly, quarterly, and annual financial reports.
  • Support preparation of donor financial reports in line with contractual requirements.
  • Maintain organized financial filing systems (hard and soft copies).

E. Compliance and Audit Support

  • Ensure compliance with OSSHD financial policies and procedures.
  • Support internal and external audits by providing required documentation.
  • Ensure all financial transactions follow procurement and internal control procedures.

F. Payroll and Staff Payments

  • Assist in payroll preparation in coordination with HR.
  • Verify timesheets, allowances, and statutory deductions.
  • Ensure timely salary payments and documentation.

Job Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • Minimum 2–3 years of relevant experience in finance or accounting, preferably within an NGO or donor-funded project.
  • Experience working with international donors is an asset.
  • Technical Competencies
  • Strong knowledge of accounting principles and financial procedures.
  • Proficiency in MS Office, especially Excel.
  • Experience with accounting software is preferred.
  • Good understanding of donor compliance requirements.
