The Organization for Social Support and Humanitarian Development (OSSHD) is a national non-governmental, non-profit humanitarian organization committed to improving the living conditions and resilience of vulnerable communities. OSSHD delivers principled, needs-based assistance without discrimination, guided by humanitarian values of neutrality, impartiality, and accountability.
OSSHD implements integrated humanitarian and early recovery interventions across key sectors, including health, water, sanitation and hygiene (WASH), education, nutrition, livelihoods, social protection, and environmental protection. The organization prioritizes underserved and crisis-affected populations, with particular attention to women, children, persons with disabilities, internally displaced persons, returnees, and other at-risk groups.
Through strong community engagement, evidence-based programming, and close coordination with government institutions, UN agencies, and humanitarian partners, OSSHD strengthens local systems and promotes sustainable solutions. Its operational approach emphasizes community participation, capacity building, and alignment with national strategies to ensure effective service delivery and long-term impact.
The Monitoring and Evaluation (M&E) Officer is responsible for designing, implementing, and strengthening monitoring and evaluation systems to ensure effective tracking of program performance, accountability to donors and beneficiaries, and evidence-based decision-making. The position supports data collection, analysis, reporting, and learning to enhance program quality and impact
Key Responsibilities and Duties
A. Monitoring System Development
Develop and maintain project monitoring plans, indicators, and tools.
Design data collection forms, questionnaires, and tracking systems.
Ensure alignment of M&E frameworks with project logframes and donor requirements.
Support baseline, midline, and endline assessments.
F. Capacity Building
Train field staff on data collection tools and reporting requirements.
Provide technical support to program staff on M&E standards and methodologies.
E. Accountability and Feedback Mechanisms
Support the establishment of complaint and feedback mechanisms.
Monitor beneficiary satisfaction and community feedback.
Ensure accountability to affected populations (AAP) principles are integrated.
D. Evaluation and Learning
Support internal and external evaluations.
Facilitate lessons learned sessions and best practice documentation.
Promote evidence-based program improvement and adaptive management.
C. Data Analysis and Reporting
Analyze quantitative and qualitative data to measure project performance.
Prepare monthly, quarterly, and annual M&E reports.
Contribute to donor reports and internal performance reviews.
Present findings to management and program teams.
B. Data Collection and Management
Oversee regular data collection from field teams and partners.
Ensure accuracy, completeness, and timeliness of data.
Maintain and update project databases and information management systems.
Conduct data verification and quality assurance checks.
Education
Bachelor’s degree in Statistics, Economics, Social Sciences, Public Health, Development Studies, or related field.
Master’s degree is an advantage.
Experience
Minimum 2–3 years of experience in monitoring and evaluation within NGO or development programs.
Experience working with donor-funded projects is highly desirable.
Technical Skills
Strong knowledge of logical frameworks and indicator tracking.
Experience with data analysis software (e.g., Excel, SPSS, Kobo, Power BI, or similar tools).
Strong analytical and report-writing skills.
Familiarity with qualitative and quantitative research methods.
