Social and Humanitarian Assistance Organization (SHAO) is an Afghan NGO working in the sectors of formal education support, community education, women empowerment, child protection, WASH, nutrition/cash transfer, migration, livelihood support, capacity building, advocacy and infrastructure rehabilitation.

SHAO was established in 2009 after receiving working license from Afghan Ministry of Economy. The main office is located in Kabul with access to Kandahar, Helmand, Urozgan, Nimroz, Kunduz and Zabul provinces.

Provincial Community Mobilzer (PCM) is responsible for raising awareness about the importance of literacy and education and creating demand for SDL (Skills development and Literacy) programs. They are also required to support the smooth running of SDL, courses in their respective communities in collaboration with the related local authorities, community elders, religious scholars, and other community members.

1. Establishing effective relationships with the Government authorities, Provincial Education Department and Provincial District Managers to mobilize support for SDL, Programs in the respective province.
2. Engaging effectively with Community Councils, Shuras, community elders and religious scholars for continuous project implementation.
3. Organizing and facilitating meetings with various stakeholders at the district level to promote SDL, classes and highlight their benefits for the learners and their communities working closely with the DCMs.
4. Assisting District Community Mobilizers (DCMs) with setting up and overseeing the Village Skill Counsels (VSC) in the selected villages.
5. Supporting the DCMs in providing orientation to the VSC, members about their roles and responsibilities in the implementation of the SDL, courses.
6. Supporting the DCMs in connecting Village Skills Council, (VSCs) with the relevant district level DFA, departments.
7. Monitoring the quality and effectiveness of the SDL, courses in all districts by identifying and addressing challenges in a timely manner.
8. Assisting the DCMs to establish and oversee SDL, classes in the target communities.
9. Collecting, writing and sharing success stories from the SDL courses
10. Establishing and maintaining a database for the SDL, courses beneficiaries
11. Follow up with the DCMs on receiving monthly monitoring reports, compile, verify and share with project officer and project coordinator.
12. Organizing and conducting the facilitators in-service training at the local level.
13. Preparing and sharing the facilitators in-service training reports with relevant departments
14. Arranging and leading monthly coordination meetings with DCMs.
