War Child is an international alliance working in 15 countries. This is an international charity working for children and youth affected by war. War Child initiated working in Afghanistan from 2002. In Afghanistan War Child Work with children and youth, who as a result of conflict, live with a combination of poverty, exclusion, and insecurity. These children and youth might include street children, child headed households, children conscripted into armed groups, unaccompanied minors, youth returnees and refugees, and children who have been put in Juvenile Rehabilitation Center and, the children and youth impacted by the climate induced disasters.  Our mission is to protect, educate and stand up for the rights of children and youth caught up in conflict, poverty, and exclusion. Job Descriptions:

Job Purpose

The Case Management Officer will work under the supervision of the Project Coordinator to whom he/she will report, this position will contribute to the capacity strengthening of the child protection system, enhancement of Case Management, supervision of activities relevant to the Community-Based Child Protection Committees, Monitoring and Reporting mechanism to ensure high quality of case management process for children through active operation and follow up of case workers in the four target districts including Sholgerah and Chemtal districts in Balkh province, and Sheberghan and Khawja Dokoh districts in Jawzjan province.

 

The Duties and responsibilities may include but not limited to:

  • Provide training and on-going support to the team of case workers on case management team.
  • Provide regular technical support to case workers and to conduct clear and accurate identification, assessment, and development of care plans for individuals.
  • Support case workers to establish, coordinate and train Community-Based Child Protection Committees’ members to sensitize children, guardians/parents, and other stakeholders about child rights and responsibilities with a view to identifying child protection cases and follow up with the team to conduct regular monthly meetings with established CBCPCs’ members.
  • In coordination with project coordinator lead the mapping of service provider, develop, and update the referral pathways and ensure dissemination to the communities.
  • Conduct regular monitoring visits to the project sites and visit families to ensure the quality of performance and adherence to the internal and global standards for Case Management.
  • Facilitate case management meetings and case conferences to support case workers to analyses assessment information, make appropriate decisions in the child’s best interests and ensure a coordinated response.
  • Maintain positive coordination and relationship between the sectorial departments, CPANs, Case Workers and other stakeholders to ensure high quality deliverables and development of responsive and strong Case Management platforms in the norther region provinces.
  • Maintain robust reporting mechanism and ensure proper data gathering and data accuracy based on M&E Plan.
  • Respect and adhere to War Child’s Code of Conduct child safeguarding policy and ensure all project staff understand and carry out their duties in accordance with Child Safeguarding and Data Protection protocol to ensure provision of safe and dignified case management services. 
  • Implement measures to ensure that the team keeps confidential information and sensitive documents securely.
  • Submit regular reports and updated databases to the project coordinator and strengthen the reporting mechanisms to provide on-time updates to the government and the project donor.

Person Specification

War Child operates in the northern region provinces of Afghanistan. Preference will be given first to local candidates from Balkh and Jawzjan provinces, and secondly to candidates from other northern region provinces. Job Requirements:

Person Specification

  • Bachelor degree in Social Science such as Psychology, Theology, Law, Education, Literature, and Sociology.
  • Three years of relevant experience in Child Protection sector preferred with the international organizations.
  • Two years’ experience in Case Management including cash for protection.
  • Experience working with Community-Based Child Protection Committees (CBCPC).
  • Experience in working with Children and Women in the context of northern region provinces.
  • Proficiency in languages in English (both written and verbal); Dari, Pashto and Uzbeki
  • These are community-based positions and therefore, priority is given to the local candidates, who are from the respective norther region provinces especially from (Balkh and Jawzjan).
  • Should have the ability to travel independently to the other targeted districts in the same province. (Female staff will go with their mahram).
  • Excellent coordination, facilitation, and negotiation skills; High level of self-awareness and good interpersonal relations.
  • Strong organizational, interpersonal, and communication skills;
  • Ability to analyze and solve problems and facilitate effective decision making;
