About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

Position Overview:

The Community Health Worker (CHW) will be responsible for providing essential healthcare services within local communities, particularly in underserved and hard-to-reach areas. The CHW will support community-based health interventions, focusing on improving health outcomes by promoting hygiene, nutrition, vaccination, maternal and child health, and disease prevention. The role requires the CHW to actively engage with community members, raise awareness, and provide referrals to healthcare services. The CHW will also facilitate health education sessions and conduct household visits to ensure that community health needs are being met in accordance with local health guidelines and NGO protocols.

Key Responsibilities:

  1. Community Health Education and Awareness:
    • Conduct community outreach activities to raise awareness about common diseases, hygiene practices, maternal and child health, and available healthcare services.
    • Facilitate health education sessions for men, women, and children in the community, focusing on preventive health care, vaccination, safe drinking water, nutrition, and sanitation.
    • Promote awareness on the importance of routine immunization and assist in vaccination campaigns.
  1. Maternal and Child Health Support:
    • Provide maternal health support by encouraging antenatal care visits, assisting in family planning discussions, and promoting safe delivery practices.
    • Educate families on child nutrition, breastfeeding practices, and the prevention of common childhood diseases.
    • Identify and refer high-risk pregnancies and children with malnutrition or health complications to appropriate healthcare services.
  1. Disease Prevention and Control:
    • Assist in the identification and reporting of cases of infectious diseases, such as malaria, tuberculosis, diarrhea, and respiratory infections.
    • Support the distribution of bed nets, hygiene kits, and medicines to prevent the spread of diseases.
    • Conduct active surveillance and follow-up on high-risk individuals or those with chronic conditions.
  1. Referral Services:
    • Provide accurate and timely referrals for patients who require more advanced care, such as hospitalization, specialized treatments, or diagnostic services.
    • Establish a referral system with local healthcare facilities to ensure that patients receive the care they need.
    • Track referrals and follow-up on patient progress to ensure proper care.
  1. Support in Health Campaigns and Surveys:
    • Assist in the implementation of health campaigns, including vaccination campaigns, health screenings, and nutrition programs.
    • Participate in community-based surveys to assess health needs and report findings to supervisors.
    • Promote and support polio eradication and other vaccination drives as they occur.
  1. Monitoring and Reporting:
    • Maintain accurate records of community health activities, including the number of individuals reached, services provided, and health outcomes.
    • Submit weekly and monthly reports on community health activities, referrals, and follow-ups to the Health Program Manager.
    • Report any challenges, community health needs, or emerging health issues to the supervisor in a timely manner.
  2. Community Mobilization:
    • Build trust and rapport with community members to increase health-seeking behavior and improve utilization of available healthcare services.
    • Act as a liaison between the community and health facilities, ensuring that both community members and health professionals understand each other's needs.
    • Encourage the participation of marginalized groups, including women, children, and persons with disabilities, in health programs.
  1. Collaboration and Networking:
    • Collaborate with other community-based health workers, local leaders, and NGOs to improve the delivery of health services in the community.
    • Work with local authorities, such as the Ministry of Public Health (MoPH), to ensure health interventions are aligned with national health strategies.

Job Requirements:

Education

    • At least a high school diploma; additional training or certification in healthcare, community health, or nursing is preferred.

Experience: 

    • Previous experience working as a Community Health Worker or in a similar health promotion role, preferably in Afghanistan or other developing countries.
    • Familiarity with the local health needs, challenges, and cultural norms.
