Job Title: Regional WASH in Institution Engineer

No of Positions: 1

Location: Balkh, North Region

Duration: Till March 2026

Tasks to be Performed:

  • Provide technical and administrative support throughout all stages of "WASH in School - Health centre" programing processes by executing administering a variety of technical Program transactions, preparing materials/documentations, complying with organizational processes and management systems.
  • Conduct detailed needs assessment in terms of "missing" or "not operations" WASH in School0health center facilities, prioritize the projects considering the MoE criteria, and provide a list of prioritized projects to the implementing partners for inclusion in the annual plan
  • conduct detailed survey and design the sanitation and hygiene related infrastructure projects for schools as per MOE standard
  • work closely with engineers of implementing organizations to make sure the projects are implemented and completed on timely manner, ensuring quality and requirements as per the approved designs, BoQ and Drawings.
  • Ensure coordination and attendance in missions and attendance in mission and technical meetings: This includes technical representation of MoE-PED in working group and organizing regular coordination events and meetings with implementing organizations, zonal Client offices and other stakeholders at operational level during planning, design and implementation of construction projects.
  • Keep a close liaison with Client zonal office and undertake all important functions in close collaboration with client
  • Manage all the construction related issues/concerns in close collaboration with implementing organization and Client Zonal WASH program officers.
  • Ensure that all social, safeguard and environmental issues are resolved. Being part of the provincial GRM committees, address any potential grievances, as these may arise, at provincial level during the construction stage.
  • Consult with school principals, teachers and child clubs for selection of design option, location, gender needs and color.
  • Ensure proper handling/taking over of the facilities to School Principal in presence of DOE and Client staff.
  • Updated the WiNS reporting format in monthly basis for WiNS dashboard.

 

Job Requirements:

Minimum Qualification and Experience:

Degree in civil engineering.

Previous experience in construction activities.

Strong interpersonal and communication skills.

Ability to work effectively with diverse groups and individuals.

Fluency in local languages is mandatory.

Knowledge of AutoCAD, Civil 3D, or other design software and civil engineering codes and standards.
