Job Descriptions:

Job Purpose:

The Logistic Officer is responsible for ensuring the efficient, transparent, and compliant management of all logistics functions at the MdM Nimroz Sub-Office. This includes procurement, supply chain management, fleet, assets, facilities, warehousing, security-related logistics, and technical support to programme activities. The post-holder contributes directly to the operational effectiveness of MdM projects by ensuring that logistics services are delivered in accordance with MdM global policies, donor regulations, and local legal requirements.

Key Responsibilities

Logistics Management and Coordination:

  • Plan, coordinate, and oversee all logistics activities at sub-office level, ensuring continuity of support to programme operations.
  • Ensure logistics systems and procedures are implemented in line with MdM global logistics and supply chain policies.
  • Provide technical advice and support to programme teams on logistics-related matters.
  • Identify risks and constraints affecting logistics operations and propose appropriate mitigation measures.

Supply Chain, Procurement, and Contracts:

  • Ensure procurement processes (Purchase Orders, Mission Requests, Quotation Requests, and Evaluation Grids) are correctly prepared, authorised, and archived.
  • Guarantee transparent, competitive, and cost-effective procurement in compliance with MdM and donor procedures.
  • Establish and manage framework agreements for recurrent supplies and services.
  • Draft, manage, and monitor contracts for suppliers, vehicle rental, premises rental, maintenance services, and works.
  • Maintain an up-to-date supplier database and conduct regular market assessments and supplier evaluations.
  • Verify supplier invoices prior to payment, ensuring accuracy, compliance, and confirmation of goods or services received.
  • Ensure all logistics documentation is properly filed and uploaded on SharePoint.

Fleet Management

  • Ensure the safe, efficient, and cost-effective use of MdM vehicles for staff and programme activities.
  • Review and validate weekly vehicle allocation plans.
  • Monitor vehicle usage, maintenance schedules, and fuel consumption, and report trends on a monthly basis.
  • Liaise with service providers and propose improvements to fleet management arrangements when required.

Facilities, Assets, and Stock Management

  • Ensure proper management and maintenance of MdM premises, including offices, clinics, warehouses, and guesthouses.
  • Implement and maintain transparent stock and asset management systems, including inventories and asset tracking.
  • Conduct quarterly physical asset verifications and update asset registers accordingly.
  • Ensure assets are labelled, traceable, and properly recorded when issued to or returned by staff.
  • Ensure adequate maintenance of IT, communications, energy, water, and sanitation systems in coordination with service providers.

Security and Safety (Logistics Aspects)

  • Ensure MdM premises comply with organisational safety and security standards, including fire safety and access control measures.
  • Supervise guards and ensure they are trained, equipped, and deployed in accordance with MdM security guidelines.
  • Coordinate with the  Manager and relevant focal points on logistics-related security issues.

Team Management and Capacity Building

  • Line-manage at sub-office level, including the guards.
  • Organise work schedules and annual leave to ensure uninterrupted logistics support.
  • Conduct annual performance appraisals and support staff development in line with MdM HR procedures.
  • Promote adherence to MdM values, policies, and code of conduct.

Reporting and Coordination

  • Prepare and submit monthly logistics reports covering procurement, stock, assets, fleet, and facilities management.
  • Contribute to planning, budgeting, and monitoring of logistics-related costs.
  • Participate in coordination meetings and provide logistics input to project planning and implementation.

Compliance and Ethics

  • Ensure full compliance with MdM policies, donor requirements, and local regulations.
  • Uphold MdM principles and values, including integrity, neutrality, and accountability.
  • Strictly refrain from accepting gifts, favours, or any form of personal benefit from suppliers, contractors, patients, or caregivers.

Safeguarding and Accountability

MdM is committed to safeguarding and to preventing sexual exploitation, abuse, and harassment. The Logistic Officer expected to adhere to MdM safeguarding policies and promote a culture of accountability and respect.

Job Requirements:

    • Bachelor degree in BBA, Management, Computer Science or any other relevant field
    • At least 2 years practical hands-on humanitarian Logistics management.
    • Experience of working in remote locations with minimum supervision – Experience of working in Nimroz is considered to be a decisive advantage. 
    • Can speak English, Pashtu and Dari 
    • Preference will be given to candidates who are local residents of Nimruz
