The Organization for Humanitarian Assistance (OHA) is a non-profit, non-governmental, and non-political organization based in Afghanistan, founded on January 12, 1994. As a cooperative partner of the United Nations and various international organizations, OHA focuses on implementing developmental and humanitarian projects primarily in the southern region of Afghanistan.

1. Background
The Organization for Humanitarian Assistance (OHA) seeks to strengthen its institutional capacity across core operational and programmatic departments to ensure effective, compliant, and high-quality service delivery. To support this objective, OHA intends to engage a qualified consultant to conduct comprehensive capacity needs assessments, deliver targeted trainings, and provide on-the-job technical coaching to relevant staff members, volunteers, and board members.
2. Purpose of the Consultancy
The purpose of this consultancy is to evaluate existing capacities, identify gaps, and enhance the technical competencies of OHA’s Finance, Human Resources, Procurement, IT & Scope, Monitoring & Evaluation (M&E), and Program departments. This will be achieved through structured assessments, capacity-building workshops, refresher training sessions, and ongoing technical support.
