CRS has been operating in Afghanistan since 2002 and is CRS is currently maintaining staff presence in Kabul, Herat, Ghor and Bamiyan, alongside an expanding scope of partnership implemented programs in Kunar, Samangan, Balkh, with strategic expansion planned further in 2026. CRS Afghanistan focuses on poverty and risk reduction and promoting resilience, human development through implementing livelihoods, education and emergency response.

You will support the Finance department’s management of accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. As part of an experienced finance team, you will help coordinate daily financial activities through preparation and delivery of financial services.

Roles and Key Responsibilities:

• Maintain and update financial data required for processing transactions for assigned accounts within the Insight ERP system, ensuring accuracy and compliance.
• Lead the grant closeout process by preparing precise financial reports, conducting detailed analyses, and implementing corrective actions to ensure timely and compliant project closure.
• Develop and maintain a comprehensive schedule and timeline for the closure of expired grants and collaborate with the Finance Manager to plan and monitor deadlines for upcoming project closures.
• Assess subrecipient financial management practices against established policies and provide capacity-building support to strengthen partners’ accounting and transaction processes.
• Communicate financial policies and compliance requirements effectively to subrecipients and internal staff, fostering understanding and adherence.
• Prepare and submit monitoring reports promptly and ensure accurate, up-to-date records in the Gateway system.
• Provide support and generate and deliver Insight ERP reports tailored to user roles and access permissions
• Provide necessary assistance during audits to ensure smooth and compliant processes.
• Ensure all required documentation and auditable correspondence are properly organized and securely stored in the shared drive.
• Provide training and orientation to designated staff to establish effective backup coverage for all critical tasks.

• Associate’s degree in accounting, Finance, Economics, Business Administration strongly preferred. Courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
• Minimum of five years accounting experience.
• Additional education may be substituted for experience.

Preferred Qualifications:

• Preferably with an international or local NGO, or a financial/banking institution.
• Familiarity with the relevant public donors’ regulations a plus.
• Knowledge of Oracle ERP system or similar financial reporting software preferred.

Knowledge, Skills and Abilities:

• Proficient in MS Office packages (Excel (Pivot), Word, PowerPoint), Web Conferencing Applications (Teams, Zoom).
• Excellent analytical skills with ability to detect and report inconsistencies
• Excellent organizational skills with great attention to detail
• Ethical conduct in accordance with recognized professional and organizational codes of ethics
• Proactive, resourceful, solutions oriented and results-oriented
• Ability to work collaboratively

• Internal: Finance Manager,  Program Managers , HoP, HoOps
• External: Donors, Government Bodies and Implementing Partners

Travel – Must be willing and able to travel up to 40 %.
