Organization Background:

Health, Disability and Development Organization (HDDO) is a national nonprofit and nonpolitical organization which has been registered with Ministry of Economy of Afghanistan in 07 January 2020 with the aims to advocate, promote and facilitate the Economic empowerment, socioeconomic reintegration, Physical rehabilitation, provision of health, education and livelihood support to the most marginalized, hard to reach and underserved population of the Country including person with disabilities, victims of war, mine  and ERW in Afghanistan. HDDO is committed to play active role in the humanitarian response to the neediest population in the Country and at the same time to contribute in the development and reconstruction of the Country as well. The vision of HDDO is to Promote and sustain educated, prosperous, peaceful, gender and disability sensitive society, where people, especially women, disabled and youth have access to better healthcare, disability and physical rehabilitation, play a key role in inclusive and sustainable development and to make sure that every and each of them is an active member in the societies. The HDDO main principle is the community based inclusive approaches to involve local communities and the target group in the design, implementation and monitoring of the project and that is why HDDO is fully relying on local resources and local capacity in the targeted communities.  

Job Descriptions:

Key Duties and Responsibilities 

  1. Assess and strengthen internal control systems across programs, finance, logistics, HR, and field operations to ensure effectiveness and accountability.

  2. Conduct compliance checks to ensure adherence to HDDO policies, SOPs, donor regulations, and proper documentation for procurement, assets, cash management, payroll, and expenditures.

  3. Lead organizational risk assessments, identify control gaps and irregularities, and recommend mitigation strategies with regular follow-up on corrective actions.

  4. Monitor operations through routine and ad-hoc field visits, reviewing documentation, inventory, distributions, asset registers, procurement processes, and HR records.

  5. Prepare high-quality reports, including internal control assessments, compliance findings, recommendations, and periodic (monthly/quarterly/annual) submissions to senior management.

  6. Maintain and update trackers for compliance findings, corrective actions, and overall risk and control improvements across projects and departments.

  7. Build staff capacity through training on internal controls, compliance, fraud prevention, procurement rules, and donor requirements; and support departments in improving SOPs and processes.

  8. Serve as a focal point for fraud prevention and investigation, ensuring timely reporting, supporting inquiries, maintaining confidentiality, and recommending preventive measures.

Job Requirements:

Qualification:

Bachelor Degree in Business Administration, Economics, Public Administration, Social Science

Experience:

  • At least 3-5 years of related experience in the ( Related filed) 
  • Having information about the project scope and all the related policies, procedures and standard guidelines  
  • Fluent in Pashto and Dari and English language is an additional value
  • Demonstrate ability to work in a fast-paced and stressful environment, and to coordinate complex activities, meet deadlines, and exercise sound judgment.
  • Strong report writing skills, including budget management skills and work planning and monitoring
