About Community based humanitarian and development organization (CBHDO):

Community Based Humanitarian & Development Organization (CBHDO) is an Afghan non-governmental organization established in 2020, committed to supporting vulnerable and marginalized communities across Afghanistan. CBHDO delivers programs in Child Protection, Education, WASH, Health, Emergency Response, Nutrition, and Livelihoods.

CBHDO is partnering with Save the Children International (SCI) to implement the project “Child Protection Assistance for Vulnerable Populations Affected by the Earthquake in Eastern Region.” This project aims to provide lifesaving child protection services, psychosocial support, WASH facilities, and education support for earthquake-affected children and caregivers in Kunar Province.

Job Descriptions:

1. Financial Management

  • Manage day-to-day financial transactions in accordance with CBHDO’s financial policies.
  • Prepare cash requests, payment vouchers, expenditure reports, and ensure proper documentation.
  • Maintain accurate bookkeeping, cashbook, ledgers, and bank reconciliation statements.
  • Ensure all expenses comply with SCI donor requirements and CBHDO financial guidelines.
  • Maintain transparent tracking of project expenditures against the approved budget.
  • Support preparation of monthly financial reports for submission to CBHDO HQ and SCI.
  • Ensure that all supporting documents comply with audit requirements.

2. Administrative & HR Support

  • Maintain personnel files, attendance records, leave tracking, and HR documentation for project staff.
  • Support recruitment processes such as shortlisting, scheduling interviews, and documentation.
  • Draft administrative letters, memos, and maintain office records.
  • Manage office supplies, inventory, asset registers, and ensure their proper usage.
  • Support processing of staff contracts, payments, and administrative requests.

3. Procurement & Logistics

  • Support procurement processes in compliance with CBHDO procurement policies.
  • Collect quotations, prepare bid comparison sheets, and submit for approval.
  • Maintain proper records for procurement files, purchase requests, and distribution lists.
  • Coordinate logistics for delivery of winterization kits, hygiene kits, and TLM to TLS/CFS sites.
  • Support asset and inventory management, ensuring all items are recorded and tracked.

4. Coordination & Reporting

  • Work closely with Project Coordinator, Finance Manager, and SCI focal points for reporting and compliance.
  • Prepare and submit timely administrative and financial reports.
  • Coordinate with MEAL, CFS, TLS, and mobilization teams to gather activity data needed for financial reporting.
  • Participate in project meetings and provide administrative and financial updates.

5. Compliance, Safeguarding & Code of Conduct

  • Ensure adherence to CBHDO and SCI Safeguarding, PSEA, and Code of Conduct policies.
  • Maintain confidentiality and integrity in all financial, HR, and administrative matters.
  • Report any safeguarding or compliance concerns immediately.

Job Requirements:

Education

  • Bachelor’s degree in Business Administration, Finance, Accounting, Economics, or related field (required).

Experience

  • Minimum 2–3 years of experience in Finance or Administration roles with NGOs or private sector.
  • Experience with donor-funded projects, preferably with INGOs or humanitarian organizations.
  • Practical experience in bookkeeping, financial reporting, and procurement processes.
  • Experience working in field-level offices preferred.

Skills & Competencies

  • Strong understanding of accounting principles and financial controls.
  • Proficiency in MS Excel, QuickBooks, or similar accounting software.
  • Good organizational, documentation, and filing skills.
  • Strong communication and interpersonal skills.
  • Ability to work under pressure and meet deadlines.
  • Fluency in Pashto and Dari, with basic English an advantage.
  • High level of integrity, honesty, and professionalism.
