Job Descriptions:

The IPC and Quality Improvement Officer is responsible for leading, supervising, and ensuring the effective implementation of Infection Prevention and Control (IPC) and Health Quality Improvement Program (HQIP) activities across MHCO-supported health facilities in Nangarhar Province. The role focuses on improving service quality by conducting regular facility supervision, monitoring staff performance, ensuring availability and proper use of IPC supplies, and supporting adherence to MoPH and WHO standards. The Officer identifies performance gaps, provides technical coaching to health workers, coordinates capacity-building activities, and supports accurate HMIS reporting and documentation. Additionally, the position plays a key role in strengthening coordination with MoPH authorities, ensuring compliance with quality standards, and contributing to donor reporting. The Officer must also ensure full adherence to MHCO’s safeguarding, child protection, and PSEA policies while promoting a safe, respectful, and ethical environment across all project sites.

Duties & Responsibilities:

  • Lead, Manager and control IPC and Supervise daily operations of HQIP-IPC activities across health facilities within the assigned area.
  • Ensure IPCactivities are implemented according to the WHO and MoPH guidelines.
  • Provide regular on-site supportive supervision to health facilities, including CHCs, BHCs, SHCs and MHT on QHIP including IPC.
  • Monitor staff performance, service delivery quality, availability of supplies, and functionality of equipment for implementation of HQIP.
  • Ensure proper infection prevention & control (IPC) practices are followed.
  • Conduct systematic monitoring using standard BPHS/EPHS checklists especially HQIP.
  • Identify performance gaps and support health staff with corrective actions for improvement of HQIP.
  • Ensure proper data collection, HMIS reporting, and recordkeeping at facility level.
  • Support accuracy and completeness of weekly, monthly, and quarterly reports on HQIP standards including IPC.
  • Monitor stock management, medicine storage, and supply utilization and ensure on HQIP standards.
  • Provide on-the-job technical support and coaching to health staff (midwives, nurses, vaccinators, etc.) on HQIP.
  • Identify training needs and coordinate capacity-building activities.
  • Promote adherence to clinical guidelines, treatment protocols, and ethical standards.
  • Build strong relationships and coordination with local MoPH authorities especially on HQIP team.
  • Ensure health facilities have necessary medical supplies, equipment, and medicines for implementation of IPC.
  • Coordinate with the logistics and procurement teams to avoid stockouts of hygienic material and supply.
  • Verify consumption reports and ensure accountability for supplies and assets.
  • Submit weekly, monthly, and quarterly progress reports to the Project Manager.
  • Document supervision findings, recommendations, and improvement actions.
  • Maintain updated records of health facility performance indicators.
  • Support donor reporting with evidence-based data and facility-level achievements.
  • Ensure implementation of MHCO safeguarding, child protection, and PSEA policies in all project sites.
  • Ensure confidentiality and respect while dealing with sensitive cases and beneficiaries.
  • Report any safeguarding, misconduct, or safety concerns following MHCO policies.
  • Ensure compliance with MHCO and donor regulations at all times.

Job Requirements:

  • Bachelor’s degree in Medicine (MD), Public Health, Master in Public health is advantage.
  • Training in HQIP, IPC, Patient safety and QI are an asset.
  • Minimum 4-5 years of relevant experience in IPC, HQIP, or QI program in BPHS-EPHS packages.
  • Strong knowledge of MoPH BPHS and EPHS guidelines and standards.
  • Experience working with NGOs or health projects in Afghanistan.
  • Strong supervisory, leadership, and coordination skills.
  • Good understanding of health service delivery (MCH, nutrition, EPI, IMCI, SRH, etc.).
  • Ability to analyze data and track key health indicators.
  • Excellent communication, problem-solving, and interpersonal skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • Ability to travel frequently to remote field sites.
