We World-GVC in the framework of its programs in Afghanistan is recruiting local staff to implement the project "Strengthening the food insecurity and disaster risk preparedness, prevention and response capacities of the Afghan population affected by the humanitarian crisis" in Herat funded by the Italian Agency for Development Cooperation (AICS).

Job Descriptions:

Purpose of the Role

Under the guidance and supervision of the Field Coordinator, the Education Officer will assist the needs assessment process and oversee the design and development of education components for project proposals, ensuring that targeted learners and communities receive quality, inclusive, and timely educational support. The role requires strong technical knowledge of education programming, including proposal writing, budgeting, and reporting, to support effective planning and high-quality implementation.

The Education Officer will work closely with local partners, government education departments, relevant clusters, and community stakeholders to ensure transparent, accountable, and well-coordinated delivery of services. He will be responsible for managing multiple deadlines in a demanding work environment, maintaining a flexible and adaptive approach to shifting priorities and operational contexts.

The role also involves regular engagement with field teams, monitoring progress, and ensuring adherence to organizational standards. The Education Officer must demonstrate the ability to anticipate challenges, identify risks or areas of concern, and proactively plan appropriate measures to ensure smooth and effective implementation, strengthen community participation, and improve learning outcomes.

 

Job Description:

  • Assist the Field Coordinator and Country Administrator in obtaining the necessary administrative pre-approvals to implement education activities.
  • Assist the needs assessment process and develop education components for project proposals, including working with the MEAL team to design data collection tools, conducting data analysis, preparing narratives and writing technical aspects such as Bills of Quantities (BoQs).
  • Ensure proper budgeting of all education activities in project proposals.
  • Establish and maintain coordination among all stakeholders involved in the proposal-writing process, including leading meetings, preparing minutes, and following up on action points.
  • Represent WeWorld externally, as needed, to facilitate the development of project proposals (e.g., clusters, working groups).
  • Coordinate regularly with the Education Cluster, relevant Government education departments, and other coordination bodies to ensure alignment with national priorities, avoid overlaps, and strengthen the quality and relevance of proposed interventions.
  • In collaboration with HQ Project Development, Knowledge Management and the MEAL Unit, develop logframes, work plans and monitoring and evaluation systems at different levels across the entire catchment area.
  • Develop and implement the necessary tools (e.g., activity progress reports) to support future project implementation.
  • Prepare HR vacancy templates and training materials to recruit and strengthen the knowledge and practices of field staff.
  • Ensure compliance with organizational policies, standards, and safeguarding procedures in all education activities.
  • Support capacity building and mentoring of field staff on education programming, reporting, and best practices.
  • Identify risks or challenges in education program implementation and propose mitigation strategies.
  • Carry out other tasks as requested by the Field Coordinator to meet organizational strategic objectives.

Job Requirements:

Knowledge/Experience

  • Bachelor’s degree in education, Social Science and Psychology (master’s degree is preferred), or a related field.
  • Minimum 3–4 years of experience similar to a position in national and international NGOs.
  • In-depth knowledge of Education, proposal writing, budgeting, and reporting.
  • Capacity to plan and manage multiple deadlines in a demanding work environment.
  • Flexible attitude toward changing priorities and adaptability to different contexts.
  • Ability to anticipate, identify areas of concern or risk, and plan accordingly.
  • Ability to travel frequently to targeted districts and provinces.
  • Experience working with INGOs, UN agencies, or donor-funded projects is an advantage.
  • Strong interpersonal and teamwork skills, maintaining effective working relationships with people of diverse cultural and national backgrounds.
  • Planning & Organizing - Ability to plan own work and manage conflicting priorities.
  • Communications - Good communication (spoken and written) skills, including ability to explain and present program related information/requirements and prepare written documents/communications in a clear and concise way.
  • Technology Awareness – Good computer skills using Word, Excel and PowerPoint.
  • Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Fluency in Dari and Pashto and excellent in English (listening, reading, writing, and speaking).
  • Ability to multi-task, be flexible, and effectively lead the team in pressure working environment.
  • Extensive experience in capacity building through conducting training sessions.
  • High proficiency in Microsoft Office 365 (especially Excel, Word and Outlook) is mandatory.
  • Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
  • Demonstrated experience in complying with PSEA and Child Safeguarding policies is preferred.
  • Ability to independently organize work and prioritize tasks but also to work as part of a team.
