Job Descriptions:

The EPI Manager is responsible for leading, coordinating, and overseeing all Expanded Program on Immunization (EPI) activities within MHCO’s BPHS, EPHS, and humanitarian projects, ensuring effective vaccine forecasting, cold-chain management, and timely distribution to provincial and facility levels. The role monitors immunization coverage, data quality, and drop-out rates, provides technical support to provincial EPI teams, and ensures full adherence to national MoPH EPI policies, strategies, and protocols. The Manager conducts supervision visits, supports capacity building of EPI staff, coordinates with MoPH, WHO, UNICEF, and partners, and ensures the effective implementation of fixed, outreach, mobile, and NID immunization activities. The position also upholds MHCO’s safeguarding, child protection, and PSEA standards by ensuring safe and ethical program delivery and timely reporting of any concerns.

Duties & Responsibilities:

  • Lead planning, implementation, and monitoring of EPI activities.
  • Ensure proper vaccine forecasting, cold-chain management, and timely distribution.
  • Monitor immunization coverage, drop-out rates, and data quality.
  • Ensure availability and implementation of MoPH national EPI policies, strategies and protocols in MHCO BPHS/EPHS projects.
  • Review and analyses of EPI reports of BPHS/EPHS projects on quarterly bases, provide regular feedback to EPI officers of provincial management teams.
  • Review of M&E, EPI department and UNICEF monitoring reports from EPI services and to ensure proper follow-up action plan for addressing the weak points is developed and is timely submitted to relevant reporting unit.
  • Ensure smooth implementation of EPI required services in all MHCO projects.
  • Represent MHCO in all EPI related trainings/workshops and other initiatives in national level.
  • Carry out regular visits from provincial offices and health facilities and to making sure that all components of EPI are being implemented according to the basic package of health services.
  • Keep an up to date record of all trainings for all EPI staff in POs and health clinics.
  • Ensure EPI fixed, outreach, mobile and NIDs are implemented in all ongoing projects running by MHCO based on previous approved plan.
  • Supervise and support EPI staff at field level, providing technical guidance.
  • Coordinate with MoPH, WHO, UNICEF, and partners for EPI-related activities.
  • Ensure compliance with MHCO safeguarding, child protection, and PSEA policies.
  • Report any safeguarding or misconduct concerns following MHCO procedures.
  • Maintain high standards of professionalism, confidentiality, and ethical behavior.

Job Requirements:

  • MD (Medical Doctor), Public Health, Nursing Program or related health qualification.
  • Master’s in Public Health or Immunization Program is an asset.
  • Minimum 4–5 years of experience in EPI services.
  • Experience in BPHS/EPHS implementation or humanitarian health projects preferred.
  • Experience in capacity building and supervision.
  • Data analysis and reporting skills.
  • Knowledge of MoPH policies, HMIS, and EPI services.
  • Strong communication, coordination, and problem-solving skills.
  • Fluency in Dari and Pashto; good command of English (written & spoken).
  • Proficiency in MS Office, especially Excel.
