Job Descriptions:

The Environmental and Social Safeguards (ESS) Officer is responsible for ensuring that all project activities comply with environmental, social, and health & safety standards set by the organization, donors, and national regulations. The ESS Officer conducts environmental and social risk assessments, prepares safeguard plans, monitors field implementation, and ensures corrective actions are taken when needed. The role also includes community engagement, grievance management, training project staff on safeguards, and ensuring that vulnerable groups are protected throughout project implementation. The ESS Officer works closely with program, MEAL, and operations teams to promote safe, sustainable, and socially responsible project outcomes.

Duties & Responsibilities:

  • Develop, implement, and monitor organizational safety and security policies.
  • Conduct regular risk assessments of MHCO offices, field sites, and project activities.
  • Ensure staff are trained in safety, security, and emergency response procedures.
  • Monitor and report security incidents, accidents, and near-misses.
  • Support the implementation of evacuation plans and emergency protocols.
  • Monitor environmental risks related to MHCO operations.
  • Promote sustainable practices, such as waste management, recycling, and energy conservation.
  • Ensure proper handling and disposal of hazardous materials and medical waste.
  • Support compliance with national environmental regulations and organizational policies.
  • Conduct staff orientations and trainings on ESS policies and procedures.
  • Promote a culture of safety, security, and environmental responsibility.
  • Prepare guidelines, posters, and awareness materials for staff and beneficiaries.
  • Maintain records of safety and security incidents, environmental compliance, and training activities.
  • Prepare monthly and quarterly ESS reports for management.
  • Support audits and inspections related to safety, security, or environmental compliance.
  • Coordinate with local authorities, security forces, and partners regarding safety and security matters.
  • Liaise with logistics, operations, and program teams to ensure safe and compliant project implementation.
  • Participate in inter-agency coordination related to security and environmental safety.
  • Ensure all ESS activities comply with MHCO policies, including Safeguarding, Child Protection, and PSEA.
  • Maintain confidentiality of sensitive safety and security information.
  • Promote a safe and respectful workplace for staff and beneficiaries.

Job Requirements:

  • Bachelor’s degree in Environmental Science, Safety & Security Management, Occupational Health, or related field.
  • Minimum 3–4 years of experience in safety, security, or environmental compliance, preferably in NGOs or humanitarian projects
  • Experience in risk assessment, emergency planning, or ESS management is preferred.
  • Knowledge of office software (MS Word, Excel, Outlook) and office management systems.
  • Strong problem-solving and analytical skills.
  • Good organizational and multitasking abilities.
  • Strong communication and interpersonal skills.
  • Ability to work under pressure and meet deadlines
  • Oral and written fluency in (English, Dari, Pashto)
