Job Summary:

The role is responsible for overseeing and supporting laboratory services across all BPHS health facilities at the provincial level, ensuring adherence to MoPH standards, SOPs, and national laboratory guidelines. It includes conducting regular technical supervision, mentoring lab technicians, and monitoring lab supplies, reagents, and equipment to ensure proper use and timely distribution. The position ensures correct sample handling, biosafety practices, and implementation of quality assurance measures such as IQC and EQC. It involves verifying laboratory data and reports, supporting staff capacity building through trainings and coaching, and coordinating with PPHD, national lab programs, and other stakeholders. The role also maintains records on lab performance and equipment maintenance, while upholding MHCO safeguarding, child protection, and ethical standards, and reporting any related concerns according to procedures.

Duties & Responsibilities:

  • Oversee and support laboratory services in all BPHS health facilities at the provincial level.
  • Ensure lab services follow MoPH standards, SOPs, and national laboratory guidelines.
  • Conduct regular technical supervision and mentoring of lab technicians in CHCs, CHC+, BHCs, and DHs.
  • Monitor availability and proper use of lab reagents, supplies, and equipment; coordinate timely distribution.
  • Ensure proper sample collection, handling, transportation, and biosafety practices.
  • Support quality assurance activities including internal and external quality control (IQC/EQC).
  • Review and verify lab data, reports, and indicators before submission to HMIS/PPHD.
  • Facilitate refresher trainings, on-the-job coaching, and capacity building for lab staff.
  • Coordinate with PPHD, national lab program, and key relevant stakeholder for program alignment.
  • Maintain records of lab performance, equipment functionality, and preventive maintenance.
  • Ensure compliance with MHCO safeguarding, child protection, and PSEA policies.
  • Report any safeguarding or misconduct concerns following MHCO procedures.
  • Maintain high standards of professionalism, confidentiality, and ethical behavior.

Job Requirements:

  • Bachelor’s degree in Medical Laboratory Technology (MLT) or equivalent.
  • Higher qualification (BSc/MD/MPH) is an advantage.
  • Minimum 3–4 years of experience in reproductive health programming or clinical maternal health.
  • Experience in BPHS/EPHS implementation or humanitarian health projects preferred.
  • Strong Lab technical knowledge (lab reagents, supplies, and equipment).
  • Experience in capacity building and supervision.
  • Data analysis and reporting skills.
  • Knowledge of MoPH policies, HMIS, and national lab guidelines.
  • Strong communication, coordination, and problem-solving skills.
  • Fluency in Dari and Pashto; good command of English (written & spoken).
  • Proficiency in MS Office, especially Excel.
